Enova has worked on organisational prerequisites in order to be more data driven. We set the path for data-driven development and innovation through a digital ambition, and we have drawn out a prioritised digital commitment that we take with us into 2024 and further forward. This is the start of increased performance management, which will give more room for flexible ways to work on development. We have also put in place overall prioritising of development needs, and by extension of this started on the establishment of multi-disciplinary development teams. Enova has a continual need for IT consultancy services within digital transformation in different (technology) areas. The need at the current time is well known, but technology is changing rapidly and the future assignments enova can lead to changes in IT & the need for digitalisation. In order to ensure good consultancy assistance over several years, the competition is organised so that it will give some degree of flexibility for the contracting authority in the years to come. To safeguard this, Enova would like to enter into a parallel framework agreement for the entire extent, with up to eight competent IT consultancy environments who can contribute to Enova's social mission and can contribute to increasing Enova's competence in digital transformation. The contracting authority informs that the objective of the competition is to procure consultancy services and not consultancy broker services. In this regard, we mention that the Tenderer must be able to deliver all underlying call-off agreements in the framework agreement. Furthermore, the Contracting Authority informs that the place of work for the assignments is Enova's office premises in Trondheim and the working language is Norwegian. The estimated amount over the framework agreement period is between NOK 70 million and NOK 90 million excluding VAT per annum. The scope is an estimate and is not binding for the Contracting Authority.
