The framework agreement is for the execution of electrical work for all of the municipality ́s buildings, installations and infrastructure for technical operation and maintenance with the accompanying materials. Electrical work means, among other things, work related to minor alterations, installation, changes and maintenance work on the existing buildings, both internally and externally. These are mainly assignments such as adding new data points and sockets, replacing fixtures, error recovery in the electrical work etc. The tenderer is responsible for regulations fire proofing when carrying out installation work. The agreement preferably applies for work/assignments that are practical to carry out on an hourly basis, but can also be used for work in connection with minor alterations and renovations. Veg og park is responsible for the operation and maintenance of municipal roads as well as G/S roads on parts of the county roads. Tittel: 10 Maintenance and renovation of bridges and quays
Beskrivelse av anskaffelsen:
In Øygarden there are 17 bridges and 37 quays for which the municipality is responsible. The framework agreement applies to maintenance services for bridges and quays in Øygarden municipality, as well as major rehabilitation work if necessary. The assignment mainly includes routine operational and maintenance tasks on quays and bridges. The assignment also includes inspection and registration, planning of activities, preparedness and reporting as a result of operational difficulties or unexpected incidents on the quays and bridges, documentation, reporting to the client, information to the public and the handling of other tasks that are necessary for the operation and maintenance of the quays and the bridges. Current tasks can be (the list is not exhaustive): Demolition and removal of steel railings and concrete railings on existing bridges Installation of bridge railings, transitional railings and shock pads with terminations Registering/improving existing constructions with bridge railings Concrete work in connection with the expansion of the bridges for railing spaces Emergency measures in the road (excavation) , masonry, filling, asphalting) in connection with the bridge work High-pressure washing / sandblasting of concrete surfaces. Mechanical repair of concrete Surface treatment of steel Replacement of timber, as part of the supporting structure. The bridge maintenance task will vary and includes e.g. vegetation clearing, concrete repairs, replacement of railings, replacement of watercourses, replacement of edge girders (leading edge), membrane work, erosion protection, surface treatment of steel beam vessels, new bridge bearings, new joint, new joint thresholds, asphalt work, L-shaped foundations, impregnation of concrete and demolition of old bridge. As a general rule, it will be relevant to have a visual inspection of the bridges and quays in Øygarden municipality. For completed assignments, a condition report will be attached which can give a representative picture of the condition of the individual construction. Some of the varied tasks must be carried out as calculation work. Hourly prices for crews and equipment are therefore part of the contract. Contract type: Framework agreement with one supplier

The tenderer's economic and financial capacity: Tenderers shall have sufficient economic and financial capacity to fulfil the contract. The rating shall be carried out by a credit rating company that is in accordance with the legislation in the Credit Information Act. If a tenderer has a justifiable reason for not submitting the documentation required by the contracting authority, he can document his economic and financial capacity by presenting any other document that the contracting authority deems suitable, e.g. the last year's approved annual accounts with the board's annual report and auditor's statement. Recently established companies that cannot present approved annual accounts can submit the accounts that have been completed.

Environmental management requirements: Tenderers shall have established procedures that ensure that the execution of the delivery has a low environmental impact. Documentation requirement: A description of the tenderer's environmental management measures. If a tenderer is certified in accordance with ISO 14001, EMAS or Miljøfyrtårn or equivalent, it is sufficient to enclose a copy of a valid certificate provided that the environmental management measures are covered by the certification scheme.

HSE quality assurance requirements.: Requirement: Tenderers shall have a suitable control system for health, safety and the environment (HSE). Documentation requirement: A description of the tenderer's board system for health, safety and the environment (HSE), including how the safety of persons, material and surrounding infrastructure is safeguarded in an equivalent manner as well as how registered events are followed up. Please note that the HSE self-declaration is not sufficient documentation to prove that the requirement is met. If a tenderer is certified in accordance with ISO 45001:2018 or equivalent, it is sufficient to enclose a copy of a valid certificate.

Good experience requirements: Requirement: Tenderers must have good experience with the execution of equivalent assignments within a quarter of the discipline that the tenderer is offered. Documentation requirement: Reference form with contact addresses, with the three most important relevant deliveries in the last 5 years with fylgjande information: -The contracting authority or reception centres. -assignment description; a short description of the project, storleik, verdi and kva functional that the tenderer had in the project date for the delivery (from/to) the delivery ́s permanent contract from signing to the hand-over gender neutral preferred for each delivery, as well as contact information (e-mail and tlf.nr).

Implementation ability requirements: Requirement: Tenderers are required to show the ability to carry out the assignment in accordance with the needs of the assignment. Tenderers are required to have sufficient capacity, competence and technical equipment/tools to be able to carry out the assignment. Documentation requirement: Tenderers must document physicistiate: -Overview of the company's total manpower within the contract ́s discipline - Overview of the company ́s persons who have a certificate of apprenticeship within a quarter of the discipline the host is submitted to. -Overview of the company's total equipment and machines (applicable trade advice 7. Ground work and road maintenance, 9. Rock protection and 10. Maintenance and renovation of bridges and quays), cf. annex 1 the Contracting Authority ́s requirement specifications. Tenderers can document sufficient capacity and technical equipment/machines by referring to a signed cooperation with another company/sub-contractor.
