Framework agreement for winter maintenance 2024

Froland kommune

Froland municipality shall enter into a contract for the hire of snow clearing services, clearing, gritting and possibly other winter maintenance in the period from 1 November 2024 to and including 30 April 2028. Other winter maintenance work can be planing, scraping etc. For further information on the contents of the procurement, please see part II Annex 1 with sub-annex showing the description of the routes, as well as Annex 4.

Hovedtrekk ved prosedyren:

The procurement will be made in accordance with the current Law 17 June 2016 no. 73 on public procurements. (LOA) and regulations 12 August 2016 no. 974 on public procurements (FOA) parts I and III. The procurement will be carried out as an open tender contest, cf. the Public Procurement Regulations § 13-1 (1). This the procedure gives all interested tenderers the possibility to submit tender offers. It is not possible to negotiate. Tenders cannot, therefore, be changed after the tender deadline has expired.

Tenderers must have sufficient economic and financial capacity to fulfil the contract. The required capacity will be assessed in relation to the contract ́s value, services, risk and duration.: For sole proprietorships: Tenderers shall be registered in the Brønnøysund Register Centre. The contracting authority will check the registration itself through notices at the www.brreg.no. Other organisation forms: A credit rating from a certified credit rating company based on the most recent financial figures. The key figures in the accounts must be presented together with an assessment of the tenderer's payment experience.

§ 24-2 (2).
