Kvam wishes to enter into framework agreements for the procurement of technical handrail services. One of the goals of establishing such framework agreements is to ensure efficiency in the procurement processes. It is a goal that the framework agreement shall ensure stability and predictability for Kvam herad and suppliers. An information meeting on the agreement area will be hosted via Teams 5. June 2024, 10:30. Register with the host meeting via Mercell to registered tenderers/tenderers who have registered their interest. The contracting authority will inform about the tender documentation, requirement specifications and expectations for carrying out the assignment. This framework agreement comprises the area of water and sewage plumage work. The work includes: Replacement of components. Alteration and upgrade work. Welding PE pipe in accordance with (mirror welds and electric movable muff). NS416-2:2008 Assembly and laying of W&S pipe in accordance with NS416-2:2008 Assembly and laying of w&s pipe in accordance with NS416-2:2008 Installation and installation of water and sewage. Kvam herad to a current indebted water and sewage norm. Repair of water leaks and Sewage leased network (acute and plan made). The work is for both internal and external W&S plumbing work. Documentation and reporting. " Mini tenderers" in the framwork agreement carried out as a turnkey contract in accordance with NS8407 or as a execution contract in accordance with NS 8406. The framework agreements are intended to cover the main part of the contracting authority ́s routine need for the services that are dealt with in this competition. Kvam municipality shall have a right, but no obligation to benefit the framework agreements. The contracting authority expects that in the contract area for water and sewage - plump work there can be a framework agreement for a minimum of 3 tenderers and a maximum of 7 tenderers, this means that in the competition there will be a sufficient amount of tenderers from qualified tenderers. If there are less than three tenderers, it will nevertheless consider establishing a framework agreement with 1 or 2 tenderers, where appropriate. The framework agreement has a contract period of two years. The expected start time for the contract is 21.06.2024. The contracting authority has an option to extend the contract on identical terms for up to 1+1 year. The maximum agreement period is 4 years.

Hovedtrekk ved prosedyren:
The procurement law is in accordance with the Public Procurement Act, 17 June 2016 (LOA) and the public procurement regulations (FOA) FOR 2016-08-12-974, parts I and part III. The procedure form is an open tender contest, cf. the Public Procurement Regulations § 13-1 (1). Negotiations are not allowed in this competition. It is not possible to change the tender after the tender deadline has expired. The contracting authority can carry out clarifications in accordance with the procurement regulations § 23-5 if this host is considered appropriate. We note that the clarification access is a right and is not an obligation for the contracting authority. Environment: The contracting authority can replace climate and environmental inspections in the award criteria with climate and environmental requirements in the requirement specifications, if it is clear that this would affect climate and environmental effect, cf. the Public Procurement Regulations §7-9 fourth section, the first period. After a concrete assessment, Kvam herad concluded that one in the above framework agreements for technical work articles will be able to clearly affect climate and environmental effect by setting requirements, than by utilising an environment as the award criterion. In the framework agreement, the builder has seen a spotlight on finding climate and environmental requirements that focus on environmental friend berths, environmentalmerka/svanemerka products, as well as execution as mini transport distances and sikrar reuse. The contracting authority will request documentation that the requirements of the host fulfilled and will ensure control that the host requirements are met in the contract period. When carrying out mini-competitions for assignments through the framework agreements, the environment will, as a starting point, host the new building as the award criteria, with a weight of 30%.
