The Norwegian Public Roads Administration uses Nødnett to ensure accessibility on the public road network. Through the use of Nødnett, the Norwegian Public Roads Administration ensures proper and efficient operation of the road network, and that Nødnett gives the Norwegian Public Roads Administration the possibility to interact with emergency services and other emergency actors in the event of unwanted events. The Norwegian Public Roads Administration needs to replace or purchase terminals and equipment that supports the use of Nødnett. The Norwegian Public Roads Administration would like to enter into a framework agreement with a tenderer for hand held radio terminals, radio terminals for vehicle assembly and the accompanying equipment for use of Nødnett. The agreement shall apply for the entire agency.

The contract will be valid from 26.05.2025 until and including 25.05.2027, with an option for the Contracting Authority for 4 extensions of the Contract for 1 year at a time. The total contract period is maximum 6 years.
Tildelingskriterier
Kvalitetskriterium (navn): Exceptions in accordance with § 7-9-(4) - Climate and environmental considerations in public procurements. The products in this competition are strictly regulated for use in Norway. All radio terminals must through a type approval of DSB, which makes the selection of radio terminals very limited. In addition this is mainly a supplementary contract for terminals and equipment that is already in operation. Based on this, the contracting authority has assessed that it has little effect, or in many cases cannot be done, to use the environment as an award criteria. Based on this, the contracting authority has set minimum requirements regarding the use of environmentally friendly packaging in addition to minimum requirements regarding disposal of used radio terminals. The determination of the minimum requirement will, therefore, give a good climate and environmental effect based on the contracting authority ́s nature.
