Requirement 4: Tenderers shall have the necessary economic and financial capacity to carry out the sub-contracts that the tenderer submits a tender for. The contracting authority reserves the right to request or obtain further information in order to verify that the tenderer has good economic and financial capacity. Requirement 8: Tenderers shall have a quality assurance system that as a minimum contains routines to ensure compliance with laws and regulations that the part of the entity that shall work with this contract is covered by. Including: • Procedures for following-up the Temporary Staff ́s work and resting time. • The contracting authority ́s requirements for procedures and inspections regarding the Temporary Staff's working conditions and wages. • The contracting authority ́s requirements for the following procedures: references and interviews. Documented upon request: A description of the tenderer's quality assurance methods. Maximum 2 A4 pages. If a tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to submit a copy of a valid certificate. Minimum qualification requirements

Requirement 1: The tenderer shall be a legally registered company. Documentation: Foreign tenderers must present documentation that confirms that the company is legally registered in its home country. Norwegian tenderers do not need to document fulfilment of this requirement beyond the presentation of tax and VAT certificates, cf. the information below.

Requirement 2: The tenderer shall have the tax and duty payments in order. Documented upon request: 'Tax and VAT certificate' (RF-1316). The certificate can be ordered via www.altinn.no. The certificate shall not be older than 6 months from the tender deadline. (only for Norwegian tenderers)

Requirement 3: Tenderers shall be registered as a certified manpower company in accordance with the regulations for staffing companies, set by the Ministry of Labour and Inclusion 4 June 2008, commencement 1 January 2009. Documented upon request: Documentation of registration in the Norwegian Labour Inspection Authority ́s register. The documentation must not be older than 6 months calculated from the submission date of the tender offer.

Services only: Only for services: In the reference period, the tenderer has carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years experience and allow experience from the previous three years to be taken into consideration.

Technical personnel or technical units: Tenderers can use the following technical personnel or technical units , particularly those who are responsible for quality control: For technical personnel or technical units that do not directly belong to the tenderer ́s business, but if the capacity the tenderer will use, cf. part II, section C, separate ESPD forms shall be supplemented.

Technical facilities and quality assurance measures: The tenderer utilises the following technical facilities and quality assurance measures and the tenderer ́s survey and research facility is as follows:

Portion of the contract to sub-suppliers.: The tenderer is considering to outsource the following part (as a percentage) of the contract to sub-suppliers. Note that if the tenderer has decided to outsource a part of the contract to sub-suppliers and will use the sub-suppliers ́ capacity to carry out this part, a special ESPD will be supplemented for such sub-suppliers, see part II, section C, above.

Requirement 5: The tenderer shall have sufficient capacity to carry out the delivery for the sub-contracts that the tenderer submits a tender for. Sufficient capacity means the Tenderer's ability to deliver candidates for all locations included in the sub-contract. Documented on request: • Overview of the tenderer's number of temporary staff within cleaning that are relevant for the lot. • A description of how the tenderers shall adapt to deliver to all locations within the sub-contract. Maximum 2 A4 pages. Minimum qualification requirements

Requirement 6: The tenderer shall have good experience from similar deliveries. Good experience means that the Tenderer has carried out several similar deliveries. Similar deliveries means assignments of a similar nature and scope to the tenderer/sub-contracts that the tenderer submits tenders for. Documented on request: Tenderers shall complete Part I Reference Form of the tenderer's three most relevant deliveries during the last three years. The overview must include a statement of: • Name of the Contracting Authority • The contract ́s value • Date of delivery • Delivery recipient (name, telephone number and email address). • Description of the delivery It is the tenderer ́s responsibility to document relevance through the description. Minimum qualification requirements

Requirement 7: The tenderer shall have sufficient competence to carry out the delivery. Sufficient competence means that the tenderer has suitable routines and administrative personnel to map and selected suitable temporary staff within cleaning when requested by the contracting authority. Documented upon request: An account of the tenderer ́s routines and personnel who will map and selected suitable temporary staff at the request of the contracting authority. The account shall document that the tenderer and its personnel have the competence to map and selection of temporary staff within cleaning. CVs are not requested here. Maximum 1 A4 page. Minimum qualification requirements
