This means that we primarily request electric vehicles, but that at some locations there may be a need for different types of vehicles, but with the lowest possible CO2 emissions. The contract has an estimated value of approx. NOK 9 million excluding VAT, including any options. The contracting authority draws attention to the fact that the estimated value and volume are not binding for the contracting authority, only meant as a legal basis. Third-party resources: Tenderers can use the capacity of other companies for this contract to fulfil the requirements for economic and financial capacity, cf. the Public Procurement Regulations § 16-3 and technical and professional qualifications, cf. the Public Procurement Regulations § 16-5.
If a tenderer will use the capacity of other companies, he shall document that they can use the necessary resources, cf. the Public Procurement Regulations § 16-10, for example, in the form of a commitment statement. It must be clear whether the obligation applies to economic and financial capacity or for technical and professional qualifications.
In addition separate ESPD forms shall be submitted for the relevant sub-suppliers.
A tenderer who submits a tender alone and who shall be assessed alone in relation to the qualification requirements does not need to enclose a commitment statement with the tender.
