The service is seen as providing consultancy services as a combination of administrative work as well as practical work. The administrative services are typically carried out as desk work. Based on the above mentioned, the Norwegian Environment Agency assumes that the consultant ́s climate footprint and environmental impact will be equivalent to the load from an average permanent employee. See DFØ ́s guidelines, where it is clear that consultancy services are typically the employee ́s need for office space and equipment, the energy consumption in the building in which they work, travel for work, and waste generation that contributes to the employee's climate footprint and environmental impact. Furthermore, it is stated that again of these elements fall within the nature of the procurement (consultancy services).
