Hourly rate 40%: Hourly rate for the categories - Graduates -Junior -Experienced -Senior The stated hourly rates in the different price categories shall be used during the execution of assignments in the framework agreement. The rates shall cover the service provider's profits and costs, including costs for administration, office management, internal copying and data processing. Tenders may be rejected when there is an obvious disparity between the hourly rate and the hourly rate shall cover, so that the price does not reflect the actual costs. Costs for the use of other personnel than the above named categories, are to be seen as administration and shall be included in the rates.

Relevant experience and competence 20%: · The assignment manager ́s formal competence and relevant professional experience as an assignment manager. Assignment management for multi-disciplinary transport projects on roads for the construction plan, zoning plan or municipal sector plan will be considered very relevant.

Reference check 20%: Assignment managers for multi-disciplinary transport projects on roads over NOK 4 million excluding VAT for the construction plan, zoning plan and municipal sector plan as supplier. Experience as a builder will be assessed as less relevant than experience as a tenderer. Previous contracting authorities' information on completed assignment management, delivery quality, professional quality, availability and collaboration capabilities will be relevant. For each assignment manager, the two qualitatively best references will be used in the evaluation.

Teknisk og faglig kapasitet

The tenderer ́s technical and professional qualifications.: Tenderers shall have sufficient experience of a relevant nature and degree of difficulty from the following works: (1) Preparation of a municipal sector plan in accordance with Norwegian planning and Building rules (2) Construction plan in accordance with engineering design rules, hand books, etc., c.f. descriptive part in chapter D. (3) Development plan in accordance with Norwegian legislation. Tenderers shall have experience from the execution of the work themselves, it is not sufficient that the tenderer only has experience from managing the sub-suppliers ́ execution.

The tenderer ́s registrations, authorisations, etc.: Tenderers shall be registered in a company register, professional register or a commerce register in the country where the tenderer is established. Tenderers shall not be a unit that is affected by the ban in the sanctions regulations of Ukraine § 8n.

Quality assurance system: Tenderers shall have a quality assurance system in order to fulfil the obligations of the contract. This shall ensure good quality of the delivered assignment.

The tenderer ́s professional and experience capacity.: Tenderers shall have the necessary capacity and professional breadth to fulfil the contractual obligations throughout the contract period, cf. the requirement specifications in chapter D.

Tenderers who participate in the competition as a working partnership: Several tenderers can participate in the competition jointly. A report on the company form and the composition of the supplier partnership shall be enclosed with the tender. Each individual supplier in the group shall be a legally established company, cf. point B 2.6 The supplier group will be assessed together for the other qualification requirements, cf. point B 2.7 - B 2.10. All tenderers who participate in the community shall present requested documentation of the qualification requirements upon request. All tenderers who participate in the group shall submit separate self-declarations (ESPD form), cf. the procurement regulations § 17-1(6). Each participant in the supplier group is joint and severally liable to the contracting authority during the execution of the contract.

Support from other entities: * Fulfilment of relevant qualification requirements. * Tenderers shall document that they can use the necessary resources. * Companies that the tenderer will use shall be legally established companies. * Companies that the tenderer will use to deliver ESPD forms.

Tax certificates for the chosen tenderers: All tenderers shall present a VAT and tax certificate in the tender. The certificate must not be older than six months from the deadline for receipt of tenders. This only applies if the chosen tenderers are Norwegian companies. If the chosen tenderers are not Norwegian companies, certificates issued by a competent body shall be enclosed in the tenderer's home country or the country where the tenderer is established, which shows that the tenderer has fulfilled his tax, duty and social security obligations. If these certificates are not issued, they can be replaced by a declaration from a legal or administration authority in the home country or the state where the tenderer is established.

Systematic HSE work: Tenderers shall have systems and routines that ensure that the HSE work is operated in a systematic manner in accordance with the regulations on systematic health, environment and safety work in organisations (the internal control regulations). Foreign tenderers shall take into account the considerations when preparing tenders, health, environment and safety legislation according to the regulations.
