Framework agreement engineering design services W&S for Austrheim municipality

The contracting authority needs to enter into a framework agreement for engineering design services for water supply and sewage. This also includes projects with submarine pipelines. The designer will typically have responsibility for all assignments that come with the execution of one Water and Sewage project for the engineering design assignment. A water and sewage project has a large variation and can, for example, involve everything from securing the drinking water source until the water is delivered to subscriptions. It can also involve the construction of different types of treatment plants. Tenderers shall therefore offer all the competence necessary to carry out the Water and Sewage project, and see to the authority requirements that are set in each project.

The number of contracts A contract will be signed with a total of three tenderers. (A, B and C suppliers) The procedure for awarding call-offs between them is in Annex 2. Contract Period and options The contract will start 06.06.2024 and a duration of 2 years from when the contract is signed, the contract will then be renewed automatically, on the same terms, for one year at a time, unless 1 month notice is given by the Customer before the renewal date. The maximum length is 4 years. Plans for the external environment At the time of contract follow-up, Responsible for the preparation of the budget for the project Responsible for examining and presenting recommendations on the contract form. The contracting authority decides the form of contract. Responsibility for target achievement for the project Responsibility for ensuring that the project is delivered within the agreed deadlines, Manage the process of risk assessments and builder estimates in different project phases with example estimate method, Monte Carlo simulation or similar. All project documentation shall be in the agreed paper format and digital format. All engineering design services shall be carried out in accordance with the current Water and Sewage norm. In addition to the typical engineering design services described above, necessary review work shall be carried out for the Water and Sewage department. Assistance can be provided when assessing a concept, planning projects in connection with political issues, planning operational and maintenance assignments etc. the projects in Austrheim are implemented in Norwegian. All offered personnel must understand written and oral Norwegian well.

5.4 Economic and financial capacity: Requirements Tenderers shall have sufficient economic and financial capacity to be able to fulfil the contract. • The economy is assessed on an overall assessment based on the following parameters: turnover, profit ratio, degree of liquidity, solidity and debt ratio. • A credit rating based on the most recent financial figures. If a tenderer relies on a parent company or others, an equivalent credit rating as well as a commitment statement (parent company guarantee) shall be submitted by the deadline that applies to the tender. Relevant means good experience with engineering design services for water and sewage installations including submarine pipelines of a certain size and experience. from the preparation of the main plan for water and sewage. Documentation requirement A description shall be given of the three (3) (minimum) most important relevant deliveries in the last three (3) years connected to equivalent contracts covered by the procurement, ref. point 2. It must be clear that assignments have been carried out with equivalent work, complexity and volume. References shall as a minimum be described with the following information: Customer Name Contact information at the contracting authority; name, position, email and telephone number.
