The purpose of establishing the framework consultancy agreement is to ensure that Norad has continual access to flexible expert services of high quality within the identified areas of global health and SRHR. The framework agreement shall contribute to increase the knowledge base for the continued implementation of the Norwegian global health and SRHR policy. The Contracting Authority needs consultancy services within global health, SRHR and development, covering different components in line with the Sustainable Development Goal 3 and 5. Topics: Universal health coverage (UHC) with special emphasis on Primary Health Care (PHC) o Health system strengthening; universal health coverage; health financing; domestic resource mobilisation and utilisation; integration and transition from global health initiatives and funding mechanisms; public financial management and anti-corruption; health systems in humanitarian settings and crisis o Vaccination programmes and systems o Local production of vaccines and pharmaceuticals; market mechanisms; procurement mechanisms; logistics and supply systems o Communicable diseases; integration of programs such as HIV; tuberculosis and malaria; and new and emerging diseases o Equitable/progressive integration of non-communicable diseases (NCDs) in primary health care and wider health systems. o Human resources for health, including planning, recruitment, deployment, incentives and remuneration of personnel, and broader policy and implementation o Digitalisation and health including HMIS; innovative digital solutions; Artificial Intelligence (AI) o Maternal, newborn, child and adolescent health (MNCAH), including sexual and reproductive health and rights (SRHR) with special emphasis on access to full range of commodities and health systems strengthening o Interface between development assistance for health and health related humanitarian aid. Public health intervention – prevention, promotion and treatment o Social, environmental, and political determinants of health o Prevention of non-communicable diseases, including mental health o Climate, environment, and health; climate adaptation and resilience o Institutional capacity to promote population health and reduce risk factor exposure within health and across other sectors; legislative, regulatory and tax action; focus on clean air, sugar, tobacco, and alcohol Pandemic preparedness and response o Global health security and International Health Regulations (IHR), including prevent, protect, detect and respond o Anti-microbial resistance (AMR) Norad will need the following types of consultancy services related to Area A: General deliveries: – Development of technical and analytical programme related documents such as studies, briefs, concept notes and reviews - Systematic review of knowledge/research – Appraisal of project proposals from partners including multilateral agencies, INGOs and NGOs, including assessments of results framework and budgets, - Desk reviews with sound analysis of programmes and initiatives and activities of other actors including multilateral agencies, NGOs and private sector. – Midterm and final reviews, and evaluations of projects and programmes – Rapid evidence assessments Background documents for health and SRHR policy development as well as developing technical reports for regional and global use. – Assist in preparation of briefs and documents relevant to international meetings, UN negotiations etc., - Assistance in production of digital materials – Other consultancy services related to the areas. Technical advice regarding country programme implementation including: Provide technical advice to country programming processes – Develop/review country-and project specific results frameworks, Review and assessment of health and other sector plans. Review and assessment financial reports, budgets and value for money related to health. - Development/review of country specific concept notes and briefs.
