The procurement shall cover the Contracting Authority's need for carpentry services in maintenance, repairs, replacements and construction work on the Contracting Authority's buildings and sites. The Building Management Unit manages the municipality ́s buildings (approx. 80,000 m2). In addition, fundings from the investment budget to smaller projects (varies from year to year). Vennesla municipality has two housing foundations that manage approx. 200 residential units altogether. It expected from these make call-offs on the contracts. The contracting authority ́s self-management work will take precedence over external suppliers.

The procurement will be carried out in accordance with the Public Procurement Act, 17 June 2016. (The Procurement Act) and regulations 12 August 2016 no. 974 on public procurements. (The Procurement Regulation/FOA) parts I and part III. The procurement will be carried out as an open tender contest, cf. the Public Procurement Regulations § 13-1 (1). This procedure gives all interested tenderers the possibility to submit tender offers. There is not be able to negotiate. Tenders cannot, therefore, be changed after the tender deadline expiry.

Tenderers must have sufficient financial capacity to fulfil the contract.: Solidity assessment from a recognised credit rating company based on the last accounting figures. The key figures in the accounts must be presented together with an assessment of the tenderer's payment experience. Or Annual accounts from the last two years. These must contain notes, the board's report and auditor's report.

Tenderers shall be registered in a company register, professional register or a commerce register in the country where the tenderer is established.: • Norwegian companies: Company Registration Certificate. Foreign companies: Proof that the company is registered in a company register, professional register or a trade register in the the state where the tenderer is established.

The tenderer must have the use of sufficient capacity and competence to carry out assignments in the contract.: • Description of the company's manpower and organisation as regards delivering in accordance with the framework agreement ́s requirements • A description of the tenderer ́s number qualified personnel the tenderer have at their disposal to fulfil the the contract, including personnel with certificate of apprenticeship within the relevant discipline.

Tenderers shall have good experience with the execution of equivalent deliveries/comparable assignments for the discipline(s) the tenderer submits a tender for.: List with overview and description of the tenderer's most relevant assignments in the 3 recent years. The list/description shall as a minimum contain: • Name of the customer/recipient. • The scope of the assignment • Description of the company's role • The assignment ́s value • Date of the delivery. • Brief description of the delivery

Tenderers shall have good routines for quality management and HSE.: Documentation shall be given on one of the following: Ways: Alternative 1: Description of the company's routines, with emphasis on quality assurance, resource management, the manager's responsibilities and HSE. Alternative 2: Whether the tenderer has ISO 9001:2000 certificate or equivalent, this will be sufficient to substantiate the fulfilment of Requirement.

Tenderers shall be a certified and active apprentice company.: Statement from the tenderer regarding connection to a publicly certified apprenticeship scheme that applies to at the execution of the contract. Documentation must be given that one has, or plans to take in apprentices.

Tenderers shall have the necessary professional qualifications to ensure that the planning and building legislation ́s requirements are met.: Documentation of central certification. Tenderers shall present documentation that substantiates that one is qualified to declare responsibility in the development class for the relevant Works.
