Kort beskrivelse

Haram municipality shall enter into a service contract with a tenderer for the delivery of food to residents at Haram welfare centre and in the sheltered accommodations, as well as users of the day centre offer at the Haram Centre. The tenderer shall also hire and operate a production kitchen and a cafeteria at the Haramssenteret.Haram municipality has premises for production kitchens and cafeteria with fixtures, equipment and furniture at Haramssenteret, Brattvåg, established in 2006. The Haramssenteret also has a joint goods reception and waste station on the 1st floor. towards Strandgata. Haram welfare centre is in the same building and has both 24 hour nursing home places and sheltered accommodation flats. The production kitchen and cafeteria are located in the commercial area on the 5th floor. together with the main entrance from Storgata.

Option 1)
The contracting authority has an option to prepare and deliver both hot and cold dinners to persons living at home in the following three districts in Haram municipality: Nordøyane, Indre Haram and Ytre Haram. The tenderer shall invoice directly to the recipient of dinner.
Persons living at home means users/elderly persons who do not live in the same building as the Haramssenteret.

This option is voluntary for both the contracting authority and the tenderer. This means that tenderers can choose not to offer this service. This shall be stated in the tender form. If a tenderer does not offer the service, a price shall also not be given for this in the price form.

Option 2)
The contracting authority shall have an option to deliver food to Eidet sheltered accommodations.
The option is unilateral and can be taken up by the contracting authority for the entire contract period.
Eidet sheltered accommodation is located at Eidet between Vatne and Tennfjord in Haram municipality. The welfare centre currently has 43 places divided between two departments. The sheltered accommodation centre consists of sheltered accommodation flats with personnel, 24 hour nursing home places and a day centre. Eidet sheltered accommodations has its own production kitchen and cafeteria. Here you will have seating for 38, in addition to sofas with room for more.
If the option is triggered, the tenderer shall deliver food to residents in the sheltered accommodations, at the institution, as well as users of the day centre. Furthermore, the production kitchen and cafeteria shall be operated by the tenderer and tenderers shall pay the rent for the disposal of these areas with the accompanying fixtures/equipment.

Economic and financial position requirements: The tenderer shall have the financial strength to be able to fulfil the contract.

Documentation requirement: The tenderer's Annual Financial Statements including notes with the Board's and auditor's reports from 2021, 2022 and 2023.

The contracting authority reserves the right to carry out a credit assessment from Experian.

The financial strength will be assessed on the basis of turnover, profit ratio, solidity and liquidity.

The contracting authority will obtain revised annual accounts from the Brønnøysund Register Centre for Norwegian tenderers. The Norwegian tenderers shall therefore not deliver revised annual accounts.

Requirement for tax certificate: Tenderers shall have their tax, payroll tax and VAT payments in order.

Documentation requirement: Tax certificate not older than six months from the tender deadline. Tax certificate means:

Norwegian tenderers:
A tax and VAT certificate issued by the tax office via Altinn.

Foreign tenderers:
Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which states that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

Control Permission: For goods or services that are complicated, or that in exceptional cases shall be used for a particular purpose: Will the tenderer allow checks of the tenderer's production capacity or technical capacity and, where necessary, of the survey and research facilities that the tenderer has at its disposal and of quality control measures? The inspections shall be undertaken by the contracting authority or the contracting authority can leave it to a competent public body in the country where the tenderer is established.

Portion of the contract to sub-suppliers.: The tenderer is considering to outsource the following part (as a percentage) of the contract to sub-suppliers. Note that if the tenderer has decided to outsource a part of the contract to sub-suppliers and will use the sub-suppliers ́ capacity to carry out this part, a special ESPD will be supplemented for such sub-suppliers, see part II, section C, above.

Requirements regarding technical and professional qualifications.: Tenderers shall have experience from relevant and comparable deliveries.
Relevant and comparable deliveries means the production and delivery of food.

Documentation requirement: A description of the tenderer ́s up to 3 most relevant and comparable contracts from the last 3 years.

The overview of the deliveries shall as a minimum contain the following: 
• A brief description of the delivery and what it used to be.
• Name of the contracting authority.
• Date of execution
• Extent of the delivery in amounts. 

Tenderers shall document fulfilment by filling in the attached template for reference descriptions. See annex 3 Reference Descriptions.

Requirement for HSE measures: The tenderer shall have implemented measures to safeguard HSE.

Documentation requirement: Tenderers shall provide a description of their HSE measures.
It will be sufficient to enclose the table of contents to the tenderer ́s HSE system, if the tenderer has such a system. If the table of contents is not enclosed, the tenderer shall describe their HSE measures and how these are implemented in the company.

If a tenderer is certified by a public certification body (EMAS, Miljøfyrtårn, ISO 14001, or other recognised environmental management system/standard), it is sufficient to enclose a copy of a valid certificate.
