Finnmark county invites tenderers to a competition for ferry operations in Finnmark. The procurement is regulated by the Occupational Transport Act with the accompanying regulations, the Procurement Act (17 June 2016 no. 73) and the procurement regulations (12 August 2016 no. 974) parts I and III. The competition will be held as an open tender contest. The competition comprises five connections, which are grouped into three ferry packages with the following operational period: Ferry package 1 - 1 January 2026 - 30 September 2035 Hasvik – Øksfjord Ferry package 2 - 1 January 2026 - 31 May 2035 Korsfjord - Nyvoll Klokkarøy – Kjerringholmen Ferry package 3 - 1 January 2026 - 30 September 2030 Øksfjord – Tverrfjord Sør-Tverrfjord – Bergsfjord – Øksfjord The Contracting Authority announces the ferry packages as three sub-competitions. Tenderers shall have sufficient economic and financial capacity to carry out the assignment.
Documentation requirement:
1. The board ́s annual accounts with the auditor ́s report, the board ́s
report and annual report for the last three years, or other
documentation that, in a satisfactory manner, documents
the tenderer ́s solidity.
If the tenderer has a justifiable reason for not submitting the
documentation that the contracting authority has required, the tenderer can substantiate its economic and financial capacity by submitting other documentation that the contracting authority deems suitable.
2. Credit rating with a minimum score - A Credit Worthy - or
Corresponding.
Norwegian tenderers:
Tenderers shall enclose a credit rating from credit information company with licence to operate such Business.
The credit report shall be based on the last known accounting figures and not older than 3 months calculated from the tender deadline.
Foreign tenderers:
Foreign tenderers shall enclose a credit rating from certified credit rating agency based on the last known accounting figures. The credit rating shall be based on the last known accounting figures and must not be older than 3 months from the deadline for from the tender deadline.
3. Confirmation that a guarantee will be provided if the tenderer is awarded the contract (Completed Annex 8 Confirmation Guarantee).
The confirmation shall be from a bank or financial institution or another credit institution with a statutory seat or the main place of business within the EEA area and credit rating determined by Moody's or Standard & Poor's on A3/A or better.

Documentation requirement: Tenderers shall present a tax certificate for taxes and duties from the Norwegian Tax Administration. The certificate must not be more than six months old calculated from the tender deadline. Any arrears or other irregularities must be justified.
Foreign tenderers must provide certificates issued by a competent
organ that confirms that the tenderer has fulfilled his obligations to
payment of taxes and duties in accordance with the law of the tenderer's country of origin or the country where the tenderer is established. The certificate shall not be older than 6 months calculated from the tender deadline.
