The contracting authority will, as a public agency, deal with the public rate for expert work in accordance with the norwegian law regulations (the Regulation on auditors from the public to lawyers etc. by 03.12.1997), last determined in a circular from the Ministry of Justice and Emergency Services (circular G-06/2023) to NOK 2023. 1,215 per hour. This rate is generally adjusted annually (around the turn of the year). QUALIFICATION REQUIREMENT (applies to all sub-contracts): REQUIREMENT 1: Tenderers shall be a legally registered company (legal person). Documentation requirement: Company Registration Certificate or equivalent documentation that shows that the tenderer is registered in a trade register in his home country. The certificate can be ordered by using the following link: https://www.altinn.no/starte-og-drive/starte/registrering/firmaattest/. REQUIREMENT 2: Tenderers shall not have arrears relating to the payment of taxes to the government. Documentation requirement: Norwegian tenderers shall present a tax and VAT certificate. The certificate must not be more than six months from the tender deadline. The certificate can be ordered by using the following link: https://www.skatteetaten.no/skjema/attest-for-skatt-og-merverdiavgift/. Foreign tenderers must submit equivalent documentation. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a declaration from an independent third party, for example the auditor, who confirms that the tenderer has fulfilled his obligations as regards the payment of taxes and duties. REQUIREMENT 3: The tenderer or the senior employees who shall carry out the contract shall have Norwegian authorisation as a doctor/dentist (without terms) and specialist education approved in Norway within the sub-contract(s) for which a tender is submitted. Specialist education is not required within sub-contract 16 GPS. This qualification requirement is not fulfilled by temporary authorisation in Norway or by documentation showing the submitted application for Norwegian certification to the Norwegian Directorate of Health. Documentation requirement: Tenderers shall provide HPR no. to the employees/specialists who shall carry out the contract. (The Health Personnel Register (HPR) is a public register where all public certifications given to health personnel and in Norway are registered). If the tenderer is not a legally registered company at the time of the tender submission, qualification requirements no. 1 and 2 above shall be documented fulfilled before the contract is signed.
