Parent guidance in the introduction program shall contribute to creating safe parents who can give their children a good education and thereby promote integration in Norway. From 2021 it is statutory that the municipality shall offer obligatory parent guidance to participants in the introduction program that is parents to children aged 0-18 years or who are expecting children. Parent guidance is prepared as an element in the introduction program. In connection with the high arrivals of refugees from Ukraine, a great many participants in the introduction program, and a shorter programme for them with temporary collective protection, a new provision (exclusion provision) has been introduced from 1 July 2023, which means that the municipality can provide fewer guidance meetings and guidance talks than what is included in the integration regulations § 3 if capacity considerations make it necessary. IMDi and Bufdir/Bufetat have, with input from national academic environments, reviewed and prepared a model for parent supervision adapted to high arrivals, referred to as "parent courses" The aim of the assignment is to evaluate the model for parent guidance (parenting courses) adapted to high arrivals. The evaluation shall give an answer to how the implementation and participation is, how the model functions and as far as possible how the benefit of the guidance/course is. The evaluation shall give input on any adjustments to the model.
