Hå Kommune

Hå municipality (hereafter called the contracting authority) plans to enter into a framework agreement with a tenderer for the procurement of services that include emptying ferists, sand trap manholes, septic tanks in scattered houses, cameras and flushing sealed sewer pipes. The contracting authority reserves the right to announce major work on tender offers. The contracting authority reserves the right to use special vehicles (e.g. vacuum excavators, super washers) that the contracting authority can request prices from other suppliers. Only companies with a licence from the municipality can empty private interceptors for sludge, cf. the Pollution Act § 30, third section. The contract will start 01.06.2024.

Hovedtrekk ved prosedyren:

The main assignments will include the following estimated extent:1. Approx. 1,100 sand trap manholes per annum ,Approx. 2,200 sand trap manholes shall be suctioned empty during a 2 year period and sewage flushed at least 6 metres into the sewage. Representatives from the municipality shall participate in detecting manholes and following up that the work is done satisfactorily. All emptying shall be done in the period May - October.2. Approx. 150 septic tanks per annum and approx. 300 septic tanks for approx. 260 subscribers. All content shall be transported to IVAR ́s treatment facility in Grødaland, alternatively Mekjarvik as agreed. Emptying fees are to be invoiced directly from IVAR to Hå municipality. In addition to the emptying report, a condition report shall be documented for each septic tank, which shall as a minimum contain status dividing walls, submerged outlets, level in tank upon arrival, foreign elements in the tank, picture of empty tank and general impression of the facility. The condition report shall be delivered for all septic tanks on the timber route independent of emptying or not. Reports for both emptying and condition reports shall be delivered digitally in an appropriate format, i.e. not handwritten notes, cf. point 4 Digital System in requirement specifications.3. Individual emptying of septic tanks per annum. Subscribers who for various reasons need to empty the septic tank outside of ordinary emptying round in point 2.4. Approx. 500 hours turn-out for emptying/flushing/camera driving per year, ordinary working hours the Contracting Authority orders as needed and the estimated hours can deviate significantly depending on need.5. Approx. 50 hours response for emptying/flushing/camera driving per year, outside ordinary working hours the Contracting Authority orders as needed and the estimated hours can deviate significantly depending on the need. It is not allowed to connect to water manholes. Hå municipality offers water from separate water kiosks in Stokkalandsmarka and Kviamarka for payment that can be used if refills are required.

… quality assurance standards.: Can tenderers submit certificates issued by independent bodies that document that the tenderer fulfils the stated quality assurance standards, including universal design requirements?

Services only: Only for services: In the reference period, the tenderer has carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years experience and allow experience from the previous three years to be taken into consideration. The tenderer shall have experience from comparable assignments. Documentation requirement: Description of the tenderer's three most relevant contracts in the course of the last three years. The description must include a statement of the assignment ́s theme, date and result/decision. It is the tenderer ́s responsibility to document relevance through the description.
