In order to maintain the competition and facilitate local suppliers, the contract is divided into two geographical zones: Zone 1: Stavanger (Electrician services with the accompanying materials in Stavanger - Sub-contract 1) Zone 2: Rennesøy and the "municipal part" Finnøy (Electrician services with accompanying materials in Rennesøy and the "municipal part" Finnøy - Lot 2) Tenderers are invited to submit tenders for one of the zones. Either Zone 1 or Zone 2. The contracting authority will enter into parallel framework agreements with up to three tenderers in Zone 1 and three in Zone 2 in order to ensure sufficient resources, provided that there are valid and suitable tender offers. The framework agreement will mainly apply for Boligbygg, Boligdrift, Teknikk og Utvikling og Forvaltningsprosjekter i Eiendomsavdelingen, but other departments in Stavanger municipality can also use the contract as needed. Stavanger Parkering and other municipal companies as well as Stavanger Church Council shall also be able to use the contract on the same terms as the contracting authority.

Tenderers who submit a tender in zone 1 cannot submit a tender in zone 2.The contracting authority shall enter into parallel framework agreements with three tenderers in Zone 1 and 3 tenderers in Zone 2. The framework agreement will mainly apply for The Housing, Housing, Housing, Engineering and Development and Management projects in the Property Department, but other departments in Stavanger municipality can also use the contract as needed. Regarding any other economic and financial requirements that have been stated in the notice or in the procurement documents, the tenderer declares that: Description of the requirement/documentation: Requirement: The tenderer shall have the economic ability to fulfil the contract. Documentation: As documentation, the Contracting Authority will obtain the credit rating Commercial Delphi Score from Experian (the contracting authority subscribes to services from Experian). Tenderers must be in risk class 4 or higher on the Experian scale. It is a prerequisite that the tenderer has known registered information about the company and consents by submitting the tender for the information to be collected and used as a basis for assessing the tenderer's financial conditions. If the Contracting Authority cannot find a credit rating of each company in Experian, or the credit rating is not in accordance with the required rating, the Contracting Authority will attempt to cover its documentation need in another way. The contracting authority can, for example, assess whether the financial ability is satisfactory based on the other information that is available in the system from Experian, or request other documentation that confirms that the tenderer has the financial ability to fulfil the contract.

Minimum qualification requirements
Description of the requirement/documentation: A good and functioning quality system is required for the services that shall be provided. Documentation: Tenderers must be able to present a certificate for the company's quality system/management system issued by independent bodies that confirms the tenderer fulfils recognised quality assurance standards (ISO 9001:2015 or equivalent). The contracting authority will also accept other documentation that shows that the tenderer has a well functioning system for ensuring quality customised to the nature and scope of the assignment. As a minimum, a general description of the system ́s content, including an overview of inspection plans and check-lists that are relevant for the assignment, must be submitted.

Minimum qualification requirements
Tenderers shall have the necessary capacity and competence to fulfil the contractual requirements as described in the tender documentation. Experience requirement: For zone 1, the tenderer must provide 3 relevant reference assignments from the last six years, and for zone 2, 2 relevant reference assignments from the last four years must be given. Relevant assignments mean electrical work of the same extent and complexity as described in the tender documentation.
Documentation of excellent implementation ability is required. Documentation requirement:
Tenderers shall provide a list of the most important deliveries or services performed in accordance with the requirements for the reference assignments. This list shall as a minimum contain: - Short description of the assignment - Size or value of the deliveries - Date (contract period) - Name of the customers and a short description of them. Contact information for relevant customers from the list must be presented on request. Implementation ability and capacity requirement: Tenderers shall have sufficient capacity and implementation ability to fulfil the contract as described in the tender documentation, within electrical disciplines. Documentation: Tenderers shall document available resources by providing an overview of the number of skilled, unskilled and apprentices in the electro discipline. In addition tenderers shall state how many of these resources can be available for assignments under this framework agreement. Tenderers shall also state how much of the contract is planned by sub-suppliers, and if reliance on sub-suppliers is required, a commitment statement from them shall be enclosed.
