Kort beskrivelse

The aim of the procurement is to contribute to covering Bergen municipality ́s offer of 24 hour based respite care outside the home of children and youth with particularly burdensome care needs, cf. point 2.2 below for further description. The procurement is divided into two sub-contracts: Sub-contract 1 - Respite Housing Contract 2 - Single procurement of 24 hour reliefDelkontrakten om single procurement will be used for children and youth with particularly burdensome care needs and/or comprehensive needs. The scope of the service shall be between 50- 100% respite. 24 hour service with 1:1 or 2:1 staff during the day and with resting or awake night shifts. The contracting authority does not have secure statistics on the call-off amount for this sub-contract 2.

The company's economic and financial capacity: Tenderers must have sufficient economic and financial capacity to fulfil the contract. Documentation: Tenderers can document their economic/financial capacity in the following ways: • Credit rating report from companies licensed by the Norwegian Data Protection Authority to operate credit information activities in Norway, possibly from companies with equivalent approval in eu/EEA member countries. • Last year's approved Annual Financial Statement including the board's annual report and the auditor's statement. Recently established companies that cannot present approved annual accounts can submit the accounts that have been completed. • Appropriate bank/parent company guarantees and/or relevant liability insurance. The contracting authority considers bank/parent company guarantees or relevant liability insurance suitable, if these documents cover the contracting authority ́s financial risk where the tenderer does not have the economic and financial capacity to fulfil the contract. The contracting authority ́s financial risk means financial losses caused by non fulfilment of the contract. Parent companies providing guarantees must document that they independently fulfil the requirement for "the company's solidity". Tenderers are free to provide other information that can be seen as relevant for the assessment of whether the company ́s solidity requirement is fulfilled. The contracting authority reserves the right to obtain credit rating reports. All the received and any obtained information will form the basis for an overall assessment of whether the qualification requirement is fulfilled.

Quality management requirements: The assignment requires tenderers who have systems for quality assurance. Documentation: Description of the company's policy regarding quality management, with emphasis on quality assurance, resource management, management responsibility, continuous analysis and improvement. If the tenderer holds an ISO 9001:2015 certificate (or newer version), such a certificate will be accepted as documentation of compliance with the qualification requirement. Fulfilment of the requirement can also be documented by the tenderer having a system/routines for following-up the Regulations on management and quality improvement in the health and welfare service or follow-up of similar law/regulations.

Implementation ability - personnel: Tenderers are required to show good ability to carry out the assignment in accordance with the needs of the Contracting Authority. Tenderers are therefore required to have sufficient capacity to carry out the assignment. Experience from similar assignments: Tenderers are required to have good experience from similar assignments. Similar assignments mean assignments pursuant to the Act on municipal health and care services (LOV-2011-06-24-30), § 3-2 1. section no. 6, letter d, cf. the Law on Patient and User Rights (LOV-1999-07-02-63), § 2-1 a) Right to necessary help from the municipality ́s health and welfare service. Documentation: Tenderers must complete annex 1 - reference form, regarding the most important relevant deliveries in the last 3 years, including their extent (number of monthly work), value, date and contracting authority or customer. It is assumed that one contract is one reference. Tenderers who only have one reference of a relatively large extent, will be covered by providing one reference. By a relatively large extent, we mean a value of at least NOK 3 million.
