The Agency for Buildings and Property (EBE) manages approx. NOK 1.2 million square metres of buildings and is tasked with covering Bergen municipality ́s need for premises and outside areas. The total property mass is divided between 8 districts. Most of the properties consist of approx. 100 schools and 60 nurseries, in addition to nursing homes, administration buildings and sports facilities. The procurement is for a framework agreement for the delivery of inspections, maintenance and repairs of sprinklers and extinguishing systems in the properties that EBE is always responsible for. The property mass is dynamic, so that new buildings can be added to, or removed during the contract period. See Annex 4A price form for an overview of buildings currently managed by EBE, with associated installations. The contract can also, to a smaller extent, include buildings that are managed by other entities in Bergen municipality. Completely new installations (new buildings and old buildings without existing installations) are not included in the framework agreement.

The procurement ́s climate and environmental impact is transport, materials and waste. Relevant requirements are set in the contract and the requirement specifications in order to reduce the climate and environmental impact of the procurement. With the relevant climate and environmental requirements in this market, it is possible to both ensure competition and ensure fulfilment of relevant climate and environmental services at the same time. The contracting authority is then ensured to get the desired climate and environmental performance regardless of who wins the competition. The contracting authority ́s assessment is that the requirements in this procurement, particularly the use of zero emission vehicles and waste management requirements, take care of the most central climate and environmental considerations in connection with the services that are to be provided, and that the relevant requirements provide the best climate and environmental effect in connection with this procurement. See the climate and environmental requirements in Annex 1 - the Contracting Authority's requirement specifications, Annex 7 - Transport requirements for goods and services and Annex 8 - Packaging Requirements. Based on the above, the contracting authority will not evaluate the climate and environment in this procurement, c.f. the Public Procurement Regulations§ 7-9 (4). The procurement will be carried out in accordance with the provision in the Procurement Act and the procurement regulations, parts I and part III. The contract will be awarded in accordance with the open tender contest procedure, which means that all interested tenderers can submit a tender. It is not possible to negotiate or change the tender in this competition after the tender deadline has expired.

The contract includes the following assignments: Annual inspection/possibly including "half yearly inspection"/service of sprinkler installations (FG control)Annual inspection/possibly including "half yearly inspection" /service of other automatic extinguishing installations (FG control)Repair and maintenance of existing installations, including purchase and installation of the necessary goodsExpension and upgrading of the existing installations Independent control /3rd party control, if the contracting authority sees it appropriate that this work is carried out as call-offs on framework agreement, Annex 4A Price Form, for further information on the type of installations. With "half yearly control", it is meant that some installations must be drained, so that it has to meet up twice within a year. Drainage shall be included in the price per annual inspection. The contract can also include other assignments that naturally belong under the service area. The contracting authority reserves the right to choose not to use the framework agreement for the execution of large and/or complex projects, e.g. major upgrades/expansions of the existing installations. In these cases the Contracting Authority will make special notices in the ordinary way in accordance with the relevant law and regulations. The contracting authority has entered into framework agreements that in some assignments will border up on or overlap assignments on this contract. The contracting authority will, in such cases, seek to use the contracts in the most appropriate way. Certificates issued by independent bodies for
quality assurance standards.: Can tenderers submit certificates issued by independent bodies that document that the tenderer fulfils the stated quality assurance standards, including universal design requirements? Minimum qualification requirements The contracting authority requires that all tenderers have implemented a quality management system that is satisfactory to ensure the quality of execution in this contract. Documentation requirement: Description of the company ́s implemented quality management system. A certificate shall be submitted for the company's quality management system issued by independent bodies that confirm that the company fulfils certain quality management standards, for example ISO 9001. If the company does not have such certificate, other documentation of the company's quality management system shall be provided. In such cases as a minimum the following shall be provided: * the system's name and detailed table of contents * general description of the content of the system, including an overview of control plans and check-lists that are relevant for this contract * organisation chart showing the responsibilities in the quality management system * description of routines for internal control and deviation management (work with corrective and preventive measures) * a description of how the system will be used to perform internal control and deviation management (work with corrective and preventive measures) * a description of how the system will be used to. ensure the quality of this contract. Services only: Only for services: In the reference period, the tenderer has carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years experience and allow experience from the previous three years to be taken into consideration. Minimum qualification requirements Tenderers shall have good and relevant experience from equivalent work, carried out during the last five years. Equivalent work means experience with annual FG inspections and maintenance of sprinkler installations, as well as expansion and upgrading of the existing system. The experience can be developed when working on framework agreements, or from individual projects of an equivalent nature or size to those assignments included in this framework agreement. Documentation requirement: Relevant experience shall be documented by stating a minimum of 3 relevant references (in the form of several completed assignments on equivalent framework agreements, or from the execution of several individual projects of a similar nature and scope to the assignments included in this framework agreement, or a combination of them). The reference projects shall include information stated in the ESPD form in Mercell. + The contracting authority shall provide the "recipients" in the field, as well as a gender neutral preferred with the name, telephone number, email address and role in the reference project. + In the field "Beskrivelse" there shall be a brief description of the project and what makes the experience relevant for this procurement. The references are to be added directly to Mercell as a response to this requirement.

The procurement ́s climate and environmental impact is transport, materials and waste. Relevant requirements are set in the contract and the requirement specifications in order to reduce the climate and environmental impact of the procurement. With the relevant climate and environmental requirements in this market, it is possible to both ensure competition and ensure fulfilment of relevant climate and environmental services at the same time. The contracting authority is then ensured to get the desired climate and environmental performance regardless of who wins the competition. The contracting authority ́s assessment is that the requirements in this procurement, particularly the use of zero emission vehicles and waste management requirements, take care of the most central climate and environmental considerations in connection with the services that are to be provided, and that the relevant requirements provide the best climate and environmental effect in connection with this procurement. See the climate and environmental requirements in Annex 1 - the Contracting Authority's requirement specifications, Annex 7 - Transport requirements for goods and services and Annex 8 - Packaging Requirements. Based on the above, the contracting authority will not evaluate the climate and environment in this procurement, c.f. the Public Procurement Regulations§ 7-9 (4). The procurement will be carried out in accordance with the provision in the Procurement Act and the procurement regulations, parts I and part III. The contract will be awarded in accordance with the open tender contest procedure, which means that all interested tenderers can submit a tender. It is not possible to negotiate or change the tender in this competition after the tender deadline has expired.
