In 2023 more than 5,600 eLearning courses were completed across the platform, divided between 30 different courses. In total, just under 2,000 different people took courses. See the table in Annex 1 for further information. The municipality would like to continue to facilitate systematic knowledge based e-learning in order to increase the competence of our employees and through this also continuously improve the quality of the service offer.

Tenderers shall have sufficient economic and financial capacity to be able to fulfil the contract.
The economy will be assessed on an overall assessment based on the contract ́s size up to the following parameters: profit ratio, degree of liquidity, solidity and debt ratio.
Documentation requirement
Credit information that shows the company's solidity will be obtained by the contracting authority. The contracting authority will then use a credit report from Bisnode CreditPro.
If a tenderer relies on a parent company or other companies, the equivalent credit rating shall be obtained by the Contracting Authority. If a tenderer will use others, "Annex 2 Commitment Statement" and/or a parent company guarantee must be submitted by the tender deadline.

Relevant means experience from contracting authorities with equivalent service needs, complexity and volume.
Documentation requirement
A description shall be given of the most relevant deliveries of equivalent complexity and size in the last three (3) years. Three (3) references are requested. It must be clearly stated that assignments have been carried out with clear relevance as it concerns services, complexity and volume.
References shall as a minimum be described with the following information:

Brief description of the contract and previous work

Size and number of users

In addition the resources shall be provided in the form of a clear list.
Relevant organisation chart for the delivery shall be enclosed.
The organisation plan shall show:

If collaborating partners or sub-suppliers must enclose a Commitment Statement (Annex 2 to the Instructions to the tenderer's "Commitment Statement").
