Kort beskrivelse

The aim of the procurement is to establish a framework agreement that covers the Norwegian Defence ́s need for civil vehicles. The agreement shall cover most of the Norwegian Defence ́s need for such vehicles. The vehicles shall be used by the Norwegian Armed Forces personnel in daily operations, in meetings and travel activities and in connection with exercises and training. The leased vehicles shall be used in fixed and emerging needs. The agreement shall apply for peace, crisis and war.

5.3 Requirements of the tenderers' economic and financial capacity.: REQUIREMENT 5.3.1) Tenderers shall have the necessary economic and financial capacity to fulfil the contract.

It is sufficient to fulfil the requirement that the tenderer has achieved the credit rating of "credit worthy" or equivalent. DOCUMENTATION REQUIREMENT
A credit rating from a certified credit rating company based on the most recent accounting figures. The assessment must not be more than three months old.

5.4.3) Tenderers shall have a well-functioning quality management system.: DOCUMENTATION REQUIREMENT
A concise description of the overall quality assurance system that the tenderer will apply in carrying out this framework agreement shall be given. The description shall be maximum 4 A4 pages.

If a tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to submit a copy of a valid certificate.

5.4.4) Tenderers shall have a well-functioning environmental management system.: The environmental management system shall fulfil the requirements in ISO 14001:2015 or equivalent certification based on relevant European standard series that are certified by accredited bodies.

5.1 Requirement of the tenderer ́s tax and VAT payments.: REQUIREMENT 5.1.1) Tenderers shall have their tax and VAT payments in order. DOCUMENTATION REQUIREMENT
Tax certificates not older than six months from the deadline for receipt of tenders. Tax certificates means:
Norwegian tenderers:
- Certificate issued by the tax collector or the Norwegian Tax Administration on:
o VAT
o Taxes
o Payroll tax

Foreign tenderers:
Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties.

If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which states that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

5.5 Ownership Requirements: REQUIREMENT 5.6.1) Description of the tenderer's ownership relationship

The tenderer's ownership relationship must not represent a security risk for the Norwegian Armed Forces.

The tenderer and any sub-suppliers who contribute to a significant fulfilment of the delivery shall document their legal organisation in the form of
ownership structure and any group affiliation.

DOCUMENTATION REQUIREMENT
Tenderers shall submit a complete company map showing an overview of the ownership structure of the company and the group in which it may be included, with legal correct company names, organisation numbers and information on which country the different companies in the group belong. The company chart shall include:

- Parent company and other shareholders (ultimate ownership)
- Subsidiary and associated companies and ownership of these companies (ultimate ownership)

Listed companies shall disclose at least their ten largest shareholders. The documentation shall be updated at the time of submitting the tender.
Tenderers shall respond by filling in the tables in the document Part I Annex 9 Ownership Control.

Services only: Only for services: In the reference period, the tenderer has carried out the following important goods deliveries of the requested type, or the following important services of the requested type. Control Permission: For goods or services that are complicated, or that in exceptional cases shall be used for a particular purpose: Will the tenderer allow checks of the tenderer's production capacity or technical capacity and, where necessary, of the survey and research facilities that the tenderer has at its disposal and of quality control measures? The inspections shall be undertaken by the contracting authority or the contracting authority can leave it to a competent public body in the country where the tenderer is established.

Portion of the contract to sub-suppliers.: The tenderer is considering to outsource the following part (as a percentage) of the contract to sub-suppliers. Note that if the tenderer has decided to outsource a part of the contract to sub-suppliers and will use the sub-suppliers ́ capacity to carry out this part, a special ESPD will be supplemented for such sub-suppliers, see part II, section C, above.

5.4 Requirement for the tenderers ́ technical and professional qualifications.: REQUIREMENT 5.4.1) Tenderers shall have relevant experience from similar deliveries.

'similar deliveries' means that the tenderer must document experience from equivalent services as described in point 1.3.

It is the tenderer ́s responsibility to document experience from similar deliveries in the documentation requirement.

DOCUMENTATION REQUIREMENT
Description of the tenderer's three most relevant contracts in the course of the last 3 years.

The overview must describe:
- Nature of the assignment
- The assignment ́s value.
-Time
-Principal
- Description of the delivery, including: delivery to destinations in Norway

Tenderers shall respond by filling in the tables in the document Part I Annex 8 Qualification Requirements.
The responses in Part I - Annex 8 will be subject to evaluation.
Other information will not be subject to evaluation.

5.4 Requirement for the tenderers ́ technical and professional qualifications.: DEMAND
5.4.2) Tenderers shall have sufficient implementation ability.

Sufficient implementation ability means sufficient capacity and suitable manpower and facilities to carry out the delivery.

DOCUMENTATION REQUIREMENT
A short, overall description of the company shall be given, including:

1) A description of the annual workforce:
- divided between the tenderer ́s main locations in Norway
- the number of employees in manager positions at locations in Norway
- key personnel in the management of the company.

Tenderers shall respond by filling in the tables in the document Part I Annex 8 Qualification Requirements.
The responses in Part I - Annex 8 will be considered.
Other information will not be subject to evaluation.
