Settled financial conditions and the ability to carry out the contract.: As documentation, the contracting authority will obtain a credit rating of Proff Forvalt. Tenderers must as a minimum fulfil the assessment "Satisfactory" for at least two of the assessment parameters. Alternatively, when submitting a tender, the tenderer can enclose an updated credit rating from a certified credit rating company, which shows that the tenderer achieves an equivalent credit level. The credit rating shall show the current financial situation of the company. The credit rating shall be based on the last available accounting system and it shall be carried out by a company with permission to carry out credit information activities. Newly established companies that have not built up a basis for credit assessment must enclose a declaration from a bank or similar financing institution regarding the company's financial and economic position. This also applies to foreign tenderers.

Norwegian tenderers shall submit tax certificates from the municipality where the tenderer has his main office, as well as any approved repayment plans. These certificates must be presented before the tender deadline and must not be older than 6 months from the tender deadline. Tenderers can order a joint certificate for tax and VAT themselves through Altinn. Foreign tenderers must provide certificates from authorities equivalent to the Norwegian authorities.

Russian actors: The contracting authority draws attention to the fact that it is forbidden to award or continue the implementation of public contracts for procurements up to and including Russian actors.
The ban was introduced by amending regulations from August 15, 2014 no. 1076 on restrictive measures regarding actions that undermine or threaten Ukraine's territorial integrity, sovereignty, independence and stability, and included in this regulation § 8n.
By "Russian actors" means, like the regulation:
1. Russian citizens, or physical or legal persons that are established in Russia,
2. legal persons, whose property rights directly or indirectly are more than 50% owned by a unit mentioned in letter a, or
3. Legal persons, acting on behalf of or on instructions from a unit named in letter a or b, also if they account for more than 10% of the contract value, sub-suppliers, suppliers or entities whose capacity is utilised in accordance with the public procurement directives.
Documentation requirement: Tenderers shall confirm to the Contracting Authority that the company does not have Russian ownership as described above.
