The Norwegian Public Roads Administration shall use technology through the project "Predictable accessible mountain passes" (FFF) to provide both increased predictability and increased accessibility. The Norwegian Public Roads Administration is responsible for important mountain passes that are affected by much of weather and winter conditions. This includes 24 mountain passes on the European and national road network, plus a selection of roads with equivalent mountain problems in the lowlands. Road users and the transport industry need predictable accessibility, which i.a. involves: • to get good information on weather conditions, closures, forecasts for closed periods. • to get information on detour and road choices as early as possible. • to get information that allows one to choose when to travel. The project 'Predictable accessible mountain passes' (FFF) is organised into 4 work packages. Work package 2 includes assignments of instrumenting roads, including, among other things, deploying physical free text boards along the road to route traffic to other alternative routes, providing information on expected accessibility or guidelines on chain use etc. As a result of the above, we need to procure free text boards for traffic management. Over the next 4-5 years we estimate that approx. 100 free text boards (fully graphicAL RGB LED signs) will be procured. At first we need to procure 26 free text boards in 2024.

The supplier must have similar experience.: To be considered equivalent, the experience must include the following:
• Delivery and installation of similar full-graphic RGB LED signs
• Integration work with traffic equipment on the traffic control system of VTS (Road Traffic Control Center) in the west, south, and east.
At least one project must cover bullet point 1, and at least one project must cover bullet point 2.
Documentation requirements:
The supplier must confirm that they meet this requirement when submitting the offer.
Upon request from the contracting authority, the supplier must provide the following documentation:
An overview of a minimum of 2 (maximum of 4) of the most important similar works performed in the last 3 years, including a brief description of the project, the name of the public or private recipient, as well as information on value/quantity/scope and time.
A newly established supplier who cannot provide references must be particularly careful to document and substantiate that they nevertheless have the prerequisites to carry out the assignment.
Newly established suppliers can document the necessary experience by referring to the experience that the proposed personnel/resources have acquired in service for other than the supplier.

In the attached contract terms points 2.6 and 3.26, there are requirements that ensure that employees at the tenderer and
any sub-suppliers who carry out work on the contract will not have worse wages and working conditions than what is in accordance with the current regulations on general tariff agreements or national collective agreements for the relevant industries. The Norwegian Public Roads Administration will also check that the provisions are complied with and impose sanctions on suppliers in case of compliance with the provisions.
