If this is not the case, the last two years Financial Statements and Annual Reports must be submitted with the tender. Companies that do not fulfil the requirements themselves can enclose guarantees from e.g. parent companies/subsidiaries. Any guarantee obligation must be enclosed with the tender and cannot be subsequently enclosed. If the tenderer has valid reasons for not having the above listed documentation available, he can prove his
economic and financial position, with any other document accepted by the Contracting Authority. If the tenderer has such valid reasons, he may contact the contracting authority in writing in order to clarify which other documentation is acceptable.
