Passenger transport to day centres for elderly persons (hereafter using) in Stavanger municipality (hereafter called the contracting authority), with the exception of what was previously Finnøy municipality and Rennesøy municipality. The assignment includes driving to 12 nursing homes, of which 1 is covering the city. There are currently 249 places divided in a total of 540 users of the day centres who need transport. The users have an offer to stay in the day centres 5 hours on all weekdays. The users shall be picked up at home/in respite care homes between 08:30-11:00 and picked up at the day centres between 13:45 and 17:00.

Passenger transport to a day centre for persons with reduced physical functional abilities (hereafter called users) in Stavanger municipality, with the exception of what was previously Finnøy municipality and Rennesøy municipality. The assignment includes 15 places at Tjensvolltunet day centre, which is used by a total of 35 people. This is a nationwide tender. The day centre is closed/holidayed in the last two weeks in July every year. Several of these users have neurological diagnoses, e.g. multiple sclerosis, epilepsy and Parkinson ́s disease. They can have challenges such as: understanding and language difficulties, movement and balance difficulties. Several of the users have disabilities that require the use of large wheelchairs and/or other aids. Many must be seated in wheelchairs during transport. Some users have companions.

Beskrivelse av anskaffelsen:
Passenger transport for children in nurseries (hereafter used) in Stavanger municipality (hereafter called the contracting authority), with the exception of what was previously Finnøy municipality and Rennesøy municipality. The assignment includes children under school age with individual decisions on a straight to transport in accordance with the Nursery School Act § 36. This currently includes 7 children who require transport to and from nursery on average 5 days per week. The current days and number of users may vary from year to year. The number of children with decisions on nursery transport can vary. The children shall be accompanied by guardians/adults in the car, both to and from the nursery. If siblings attend the same kindergarten, they can follow the car to and from the nursery with their guardian. Some guardians need to drive and collect at home (attendant) for collection/delivery. The individual decision will include this need. Some children need to have equipment in the vehicle, for example electric and manual wheelchairs. There may be a need for changes in the number of trips. Children will vary when they have a holiday. The transport requirement applies year round. Home and nursery appointments for specific dates for delivery and collection. The delivery and collection deadlines stated are absolute. Deviations must be disclosed in advance so that nurseries/homes can plan and deal with this.

Passenger transport for the area that was previously Finnøy municipality and Rennesøy municipality. The tender offer currently includes 18 users who have a need for transport to a day centre on average 2 days a week, divided between 2 nursing homes. Rennesøy nursing home and Finnøy nursing home have 20 and 5 day centre places respectively. The driving of users applies to different days a week and it can be changed during the contract period. Rennesøy day centre is open all days. Finnøy day centre is currently open mondays and Thursdays. Finnøy day centre will be able to be open several days a week when the new day centre is started in February 2025.The users have the option to stay in the day centres 5 hours and shall be picked-up at home between 08:30-09:45 and collected at the day centres between 14:00-15:30. persons with physical disabilities or mental retardation to/from day centres shall be included in this assignment. Currently this need does not exist, but the need may arise.

Minimum qualification requirements
Requirement: Tenderers must have the financial ability to fulfil the contract. Documentation: As documentation, the Contracting Authority will obtain the credit rating Commercial Delphi Score from Experian (the contracting authority subscribes to services from Experian). Tenderers must be in risk class 5 or higher on the Experian scale. It is a prerequisite that the tenderer has known registered information about the company and consents by submitting the tender for the information to be collected and used as a basis for assessing the tenderer's financial conditions. If the Contracting Authority cannot find a credit rating of each company in Experian, or the credit rating is not in accordance with the required rating, the Contracting Authority will attempt to cover its documentation need in another way. The contracting authority can, for example, assess whether the financial ability is satisfactory based on the other information that is available in the system from Experian, or request other documentation that confirms that the tenderer has the financial ability to fulfil the contract.

Minimum qualification requirements
Requirement: Experience is required from at least two equivalent assignments with delivery of the type of services and to the extent that is relevant for the sub-assignments that the tenderer submits a tender for. Several smaller, relevant assignments within the same time frame can overall give the tenderer an equivalent qualification. This will be assessed based on the sub-assignments that the tenderer submits tenders for. Documentation of excellent implementation ability is required. Tenderers shall be covered by the necessary permit in accordance with the regulations on professional transport domestic by motor vehicle and vessel (vocational transport regulations) in order to carry out this assignment. To document this, tenderers shall: 1) Enclose a list of the most important deliveries or services performed in the last three years. The list shall include information about: - Short description of the assignment - Size or value of the deliveries - Date (contract period) - Name of the customers and a brief description of them - Telephone number, e-mail address and the name of contact persons at the customers. Relevant customers from the list may be contacted. 2) Inform about the number of permits connected to the tenderer and confirm that the vehicles that shall drive for supplier will always have the necessary permits.
