Kort beskrivelse

The contract includes the following services: Collection, sorting and processing different fractions and waste Hire of containers and other equipment (fixed or temporary placement)Transport of waste and containers, emptying of compactors Equipment for waste handling Reporting (procurement statistics, waste and environmental reports)Consultancy/courses regarding waste management and environmental management The agreement includes handling of various fraction types, including, solid waste, dangerous waste and infectious waste from municipal purpose-built buildings. This does not apply to the fractions included in "municipal waste", commercial waste that is considered household waste (cardboard, paper and drink cartons, plastic packaging, food waste, residue waste for burning and glass and metal packaging) or safety shredding. The contracting authority has separate arrangements for handling this. Historically, annual tonnage use has been approx. 1,000- 1,500 tons. Based on consumption in recent years, the estimated combined annual call-offs are approx. NOK 2-3 million excluding VAT. The maximum total amount for the framework agreement is NOK 16 million excluding VAT. The contracting authority can terminate the contract without compensation when the maximum call-offs have been reached.

Requirement 4 - Finances: The tenderer is required to be financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the period of the agreement.

Documentation requirement:
A complete credit assessment/report, not older than three months, from a publicly certified credit rating company, with score A (credit worthy) or an equivalent or better rating. The report shall be based on the last known accounting figures. The date must be clearly stated.

If the tenderer has valid reasons for not submitting the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the Contracting Authority deems suitable.

The contracting authority reserves the right to obtain updated credit assessments from a publicly certified credit rating company.

Requirement 1 - Taxes and duties: The tenderer and his sub-suppliers shall have their tax and duty payments in order in the country where the tenderer is established.

Documentation requirement: A signed authorisation form where the contracting authority is given authority to obtain confidential information from the Norwegian Tax Administration (annex 9 to the tender documentation).

Foreign tenderers must provide tax and VAT certificates from equivalent authorities to the Norwegian authorities.

The certificate shall not be older than six months, from expiry of the tender deadline.

The documentation requirement applies to both the tenderer and their sub-suppliers.

Requirement 3 - Permit for waste management: Tenderers shall have a licence from the State administrator for the receipt, sorting and temporary storage of waste and listed in the Norwegian Environment Agency ́s register of entities with valid permits.

Documentation requirement: Documentation proving that the tenderer has a valid licence from the Administrator of state and is listed in the Norwegian Environment Agency ́s register of companies with valid authorisations.

Services only: Only for services: In the reference period, the tenderer has carried out the following important goods deliveries of the requested type, or the following important services of the requested type. Portion of the contract to sub-suppliers.: The tenderer is considering to outsource the following part (as a percentage) of the contract to sub-suppliers. Note that if the tenderer has decided to outsource a part of the contract to sub-suppliers and will use the sub-suppliers ́ capacity to carry out this part, a special ESPD will be supplemented for such sub-suppliers, see part II, section C, above.

Requirement 5 - Experience: Experience from equivalent assignments is required.

Equivalent assignments means handling waste fractions and renting/transporting waste containers.

List of the most important, equivalent deliveries in the last three years, including information about the delivery's nature, value, date, and the name of the public or private recipients with contact information.

The references shall cover 3 deliveries for the current handling of waste fractions and 3 deliveries of renting and transporting containers.

Requirement 6 - Quality Management System: A good and well-functioning quality management system is required for the requested services.
The concept of a quality management system is that i.a. the tenderer has a awareness of quality objectives, planning, securing, handling of deviations and quality improvement.

Documentation requirement:
An account of the tenderer ́s quality management system, or a copy of a quality management certificate in accordance with ISO 9001:2015 or an equivalent certificate.

Requirement 7 - Environmental management system: Tenderers are required to be certified for environmental management, in the form of EMAS, ISO 14001 or Miljøfyrtårn.

Documentation requirement:
Documentation of certification for EMAS, ISO 14001 or Miljøfyrtårn (Ecoprogramme). Other certificates issued by authorities in other EEA countries can also be submitted, provided that the tenderer can document that these are equivalent to EMAS or ISO 14001.
The contracting authority will accept other documentation for equivalent environmental management measures if the tenderer is unable to obtain such certificates by the deadline, and this is not due to the tenderer himself. It is a prerequisite that the tenderer documents that these measures are equivalent to the requested quality assurance standards or environmental management systems or standards.
