Norad has a cooperation with the Ministry of Economy and Finance (MEF) in Mozambique on the Management of revenues from natural gas (LNG) in Mozambique. There is a Letter of Intent for the cooperation (Norad/MEF Mozambique, June 2024), and a Program Document for the period 2024-28. To provide advises of high quality to the Government in Mozambique on the management of revenues from natural gas, there is a need for relevant consultancy services. The cooperation and the consultancy services intent to focus on a strengthened and sustainable governance through advising the MEF in the following themes: • The national sovereign wealth fund (FSM) aspects and the natural gas LNG revenues are integrated into the Government’s fiscal policy and budget systems. • The MEF fulfils its role of setting the FSM’s Investments policy and for the monitoring of the central bank’s management of the FSM. • The MEF generates and interprets forecasts of government LNG revenue, as a basis for sound management of the LNG-revenue.
