Hovedtrekk ved prosedyren:

The aim of the procurement is to acquire assistance with competence who shall prepare for the establishment of a new crematorium for Bergen. Reviews show that the capacity of the existing crematorium will be reached within the next few years. There is, therefore, a need to establish a new crematorium. The contracting authority has examined several locations and options for the establishment of a new crematorium and needs assistance in connection with making a final clarification regarding the location, the crematorium ́s design and technical solutions in the crematorium. This includes selection of ovens that shall be used in the crematorium. The placements will lead to changes in the zoning plan in order to allow the establishment of the crematorium. Tenderers must have access to consultants with experience of the plan- and building laws for the competition, to assist with necessary changes to development plans where needed and to assess what changes are possible. There is a need for assistance from many different disciplines in order to establish a new crematorium and tenderers must be able to assist in all the disciplines. This will be accounted for in more detail in the award criteria. At the current time, there are four alternative locations that the contracting authority considers to be relevant for the new crematorium. Emphasis is put on the fact that there may be more or fewer alternatives than four that shall be assessed, based on what possibilities are uncovered both before and after the competition has been implemented. The chosen tenderer will assist in clarifying what possibilities each alternative has, what needs to be done to establish the different alternatives and an assessment of what challenges are related to the different alternatives, both technical as well as planning. The chosen tenderer shall also assist with engineering design services and ensure the necessary applications for the initiative and any development changes. Regardless of the choice of location, application work will be required. It is likely that changes to the zoning plan will be necessary. Tenderers shall assess whether a zoning change will be feasible at possible locations.
