The Norwegian Defence Estates Agency has given the Norwegian Defence Estates Agency the task of constructing a new quarters area for accommodation of personnel for training activity in Blåtind shooting range. The Norwegian Defence Estates Agency requests tenders for the engineering design services for and the construction of one quartering building at Akkasæter, Blåtind shooting range. The quartering building 0060 shall be similar to the Quarters Building 0061 in function and appearance and the tender documentation from this was outsourced to competition and it has been reused with some modifications. The tenderer of the Quartering Building 0060 shall strive and meet the expectation that the building as much as possible is similar to the Quartering Building 0061.The building shall be handed over to the builder as the Swan Ecolabel or equivalent.

Hovedtrekk ved prosedyren:

The competition is for a procurement above the EEA threshold, cf. part I and III of the Public Procurement Regulations. The competition will be held as an open tender contest. The competition is a pure price competition. A clean weighting of climate and environmentally friendly solutions with 30% will not automatically give any effect since the restructuring in the construction industry has not reached a high maturity level. One shall- requirement for climate and environmental impact such as swan marking or equivalent will be a more predictable requirement that clarifies for the market which expectations for restructuring shall be met. By setting requirements in the function description, the contractors will have to deliver climate and environmentally friendly systems. One building that is swan labelled or equivalent will be objectively be a more predictable solution for getting a building that is good for the environment, climate and for users. This is because the building, in order to achieve a swan marking or equivalent, must meet strict obligatory requirements for the entire building life cycle, including extraction and production of materials, the building process, the use phase as well as the recycling and waste stages. The requirements promote resource efficiency, reduced climate impact, non-poisonous circular economy and the preservation of biological diversity. It also promotes buildings with good inside climate and high quality. The requirement that swan marking will thus clearly give a better climate and environmental effect than weighting climate and environmental considerations with a minimum of 30%, cf. the Public Procurement Regulations § 7-9 4 paragraph.
