Kort beskrivelse

The contract is for the procurement of works related to asphalting. The Agency for Urban Environment in Bergen municipality is the contracting authority. The contract will include the renovation of approx. 20 stretches of road each year. The aim of this programme is to improve the general condition of the municipal roads in Bergen municipality, with the aim of a more reliable road network. In addition it may be necessary to have more ad-hoc embossed asphalting. The procurement covers all aspects of proper road renovation, from the asphalt cover to the supporting layer when necessary. This includes roadsides and pavements, improvements to drainage conditions, optimisation of veigeometry and shall ensure an upgraded road network with a generally better structure and asphalt cover. The contract includes social responsibility requirements. The award of contract Award criteria for this competition is price and EPD, where the tenderer with the lowest competition sum is awarded the contract. The competition sum will be calculated by the tender price being given a mark-up based on the amount of CO2eq emissions. See the other procurement documents for further information.

Minimum qualification requirements
Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. The credit rating must show that the tenderer is credit worthy without security. The tenderer is required to have a minimum of rating B (Low risk) in the credit company Creditsafe.

Documentation: The contracting authority will check a credit rating carried out by the credit company Creditsafe, so the tenderer does not need to enclose their own credit rating.

Newly established tenderers can submit a bank statement as proof of credit worthiness. If the tenderer is not registered in Creditsafe ́s registers, the company ́s last two auditor approved annual accounts shall be submitted upon request. If information in the above sources is not correct or supplementary information is needed to highlight the company's economic and financial situation, this can be provided.

The contracting authority requires that tenderers have implemented a quality management system that is satisfactory in order to ensure the quality in the execution of this contract. Documentation requirement: If the tenderer has a third-party certification such as ISO 9001, enclose the certificate with the tender. If a tenderer does not have such third-party certification, at least the following must be submitted: System name + general description of the contents of the system, including an overview of control plans and check-lists that are relevant for this contract + description that shows the responsibilities in the quality management system + description of routines for internal control and handling deviations (work with corrective and preventive measures) + It is desirable that the documentation is put together to 1 pdf, called "Documentation of quality assurance".

Documentation requirement: If the tenderer has a third-party certification in accordance with ISO 14001, Miljøfyrtårn, EMAS or similar, enclose a certificate with the tender. Minimum qualification requirements
Tenderers shall be a legally registered company.

Documentation: Documentation: Documentation must not be enclosed for tenderers registered in the Norwegian Register of Units. The contracting authority will check the registration by using the organisation number stated in the tenderer ́s Mercell profile.

Tenderers who are not registered in the above register must present a certificate or confirmation (equivalent company registration certificate) for registration in a trade or business register as prescribed by the law of the country where the tenderer is established. Such a certificate shall not be issued more than six months before the tender deadline.

Only for building and construction works:: Only for public building and construction works: During the reference period the tenderer has carried out the following work of the requested type. The contracting authority can require up to five years experience and allow experience from the previous five years to be taken into consideration.
Minimum qualification requirements
Tenderers shall refer to good experience that is relevant for the procurement as described in the procurement documents.

The experience shall be of equivalent complexity and extent. The reference projects shall include information stated in the ESPD form in Mercell. + The contracting authority shall provide the "recipients" in the field, as well as a gender neutral preferred with the name, telephone number, email address and role in the reference project. + In the field "Beskrivelse" there shall be a brief description of the project and what makes the experience relevant for this procurement.

Documentation requirement: Relevant experience shall be documented by stating 1 to 5 reference projects from the last 5 years. The reference projects will be added directly to Mercell as a response to this requirement. The contracting authority will carry out an overall assessment of all the stated reference projects and assess whether they together fulfil the qualification requirement. If more than five reference projects are given, only the first five will be assessed.
