Hovedtrekk ved prosedyren:
The Rescue Helicopter Service (RHT) shall be equipped with new clothing suitable for this type of service. RHT, as a part of the Norwegian Armed Forces, is tasked with carrying out rescue and ambulance assignments in Norway, divided between 6 bases from north to south. The doctor and rescuer also operates a medical vehicle at all the bases, on assignments where this is more suitable for use of helicopters. Due to the operational patterns, high stand-by and requirements for execution, clothing and accessories are important in order to ensure that the operators always have the best possible prerequisites for solving the assignment and taking care of their own safety. The procurement shall include all types of crew members at the rescue helicopter AW101. The crew consists of doctors, rescuers, machinists, system operator and aviators. The different categories have different roles that set different requirements for clothing. The procurement is dimensioned with requirements and concepts for doctors and rescuers who have large parts of their activities out in the field in all weathers, day and night all year round. The clothing shall, in addition to being functional, represent the service in the face of patients and other departments. The procurement will include a first procurement and further consumption for approx. 200 operators who must have available clothing for emergency responders. On stand-by crew members must be able to switch to new clothes for contamination, wet clothing or for other hygienic reasons. They must therefore be equipped with several shifts, and new clothes must be able to be replaced for wear. Clothing is critical in operations and safe access to new clothing from suppliers is important. See the tab "Documents" for further information on the competition. This procurement follows the procedure for an open tender contest in accordance with the Public Procurement Regulations (FOA § 13-1 (1). In the event of contradictions between the registered information in the Mercell platform and the published competition documents under the tab "Documents", the published competition documents under the tab "Documents" will take precedence.

Quality assurance system: Tenderers shall have a quality assurance system that shall contain a minimum of:
1. That the Tenderer has procedures to ensure that all laws and regulations, such as the part of the entity that shall work with this contract are covered by, are upheld.
2. The tenderer has established a quality assurance system for ethical trade, which shall ensure that the tenderer is suitable for fulfilment of the contractual obligations for ethical trade, see Annex G Ethical Requirements. The quality assurance system shall as a minimum contain:
- Traceability in the supply chain; a description of the important supply chains for this procurement.
- Anchoring and implementing ethical requirements in the supplier chain; Ethical guidelines/Code of Conduct and declaration that these apply in supplier chains for products that are delivered over this framework agreement.
To substantiate that the requirement is met, both of the sub-requirements must be documented by:
1. A description of the tenderer's quality assurance methods.
If a tenderer is certified in accordance with ISO 9001 or equivalent standards, it will be sufficient to submit a copy of a valid certificate to fulfil this sub-point.
2. Completed by Part 1 Annex 3A - Qualification Requirement ethical trade. Note that documentation as requested in the annex: i) shall also be submitted, a description of the supplier chain for the three selected products and ii) the tenderer ́s, or other actor's Code of Conduct. See Annex 3A for further information on what shall be attached.

Environmental management system: Tenderers shall have a documented and valid environmental management system with routines and structure that shows how the tenderer safeguards relevant environmental considerations connected to the services that are provided. The system must be connected to executive unit(s), and shall as a minimum contain:
1. an environmental policy
2. Overview of the most significant environmental impacts (environmental aspects) from the company.
3. proof that the company sets environmental requirements for sub-suppliers
4. A description of the organisation and responsibility distribution of the environmental work.
5. Description of the company ́s stand-by for handling stand-by situations at risk for unfavourable environmental impacts.
6. Description of the resources necessary to establish, implement, maintain and continually improve the management system for the environment.
A description of the environmental management measures that are implemented in the company, which show that the system includes the mentioned points.
If the tenderer is certified in accordance with ISO 14001, Miljøfyrtårn, EMAS or equivalent standards, it is sufficient to present a copy of a valid certificate.
