Norsk nukleær dekommisjonering (NND)

Norwegian Nuclear Decommissioning (NND) shall enter into a new contract for cleaning services. The assignment includes cleaning NND ́s office premises in Halden; 2, 3 and 6th floor in Storgata 2A, 1767 Halden, 5th floor in Tistedalsgata 9-11, 1772 Halden (Saugbrugs). The planned start of the agreement is 01.09.2024. See the requirement specifications for further information on the contract's extent and content.

It is planned to transfer IFE-NUK Halden to NND by 01.01.2025. An option shall therefore be included for cleaning IFE-NUK ́s premises in Tistedalsgata 20, 1772 Halden. IFE has its own employees today, but there is some uncertainty as to how it will be in the future. The option is connected to the fact that if IFE/NND does not maintain their own employees, daily cleaning will be taken over by the tenderer. As well as a temporary staff for cleaning IFE office premises in Tistedalsgata 20 in case of illness. And additional services, such as window cleaning.

Economic and financial position requirements: A credit rating issued by a certified credit rating institution, not older than 3 months calculated from the tender deadline, based on the last known accounting figures. The Contracting Authority reserves the right to obtain further credit appraisal. Annual financial statements including notes, the board's annual reports and auditor's reports can also be obtained. If a tenderer has a justifiable reason for not presenting a credit rating, he can document his economic and financial position by any other document that he deems suitable for this. It is the tenderer ́s responsibility to demonstrate how the relevant documentation shows that the qualification requirement is fulfilled.

Tenderers shall be registered in a company register, professional register or trade register in the country where the tenderer is established.: Norwegian tenderers: •Registration. Foreign tenderers: • Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

Tenderers shall have their tax and VAT payments in order.: Norwegian tenderers: • Tax and VAT certificate, not older than six months calculated from the deadline for submitting a request for participation. Foreign tenderers: • Certificate that shows that the company has its tax and duty payments in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which states that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance. • The requirement to submit a tax certificate also applies for entities that the tenderer will use to fulfil the qualification requirements.

Tenderers shall have satisfactory quality assurance systems in their activities.: An account of the tenderer ́s quality assurance system. As a minimum a general description of the system ́s content, including an overview of inspection plans and check-lists, must be given. If a tenderer is certified in accordance with ISO 9001:2015 or equivalent certification schemes, this will be sufficient to fulfil the requirement.

The tenderer shall have sufficient capacity to carry out the delivery.: • A description of the tenderer's average workforce and the number of employees in the management in Østfold during the last three years. • An overview of which sub-suppliers shall be used. • A description of environmental management measures

Tenderers shall have experience from comparable contracts.: Description of up to 3 of the tenderer's most relevant contracts in the course of the last 3 years. The description must include a statement of the contract ́s value, date and recipient (name, telephone number and e-mail address). It is the tenderer ́s responsibility to document relevance through the description. Tenderers can document their experience by referring to competence of the personnel he has at his disposal and can use this assignment, even if the experience has been worked up while the personnel have served another service provider.

Tenderers shall be certified by the Norwegian Labour Inspection Authority in accordance with the Norwegian Labour Inspection Authority. regulations from 01.07.2015 no. 851: Regulations on public certification of cleaning companies and on the purchase of cleaning services.: Confirmation from the Norwegian Labour Inspection Authority ́s certification register, including any sub-suppliers.

The rejection rules in FOA chapter 24 apply. We ask tenderers to familiarise themselves with these.

All the rejection reasons in this competition are in accordance with PPR § 24-2. This also includes the purely national rejection reasons. The following rejection reasons are purely national: 1. The tenderer has accepted a writ for punishable conditions as mentioned in PPR § 24-2 (2), and 2. The tenderer has committed serious errors that lead to doubt about his professional integrity, cf. the Public Procurement Regulations § 24-2 (3) letter i).
