Everything from the countryside to a more central location. Each tenderer shall offer individually adapted health and care services that safeguard the users ́ follow-up needs of mental and physical health. Target-oriented efforts shall be made to facilitate coping experiences, meaningful activities and inclusion in social communities so that users achieve the best possible functioning and mastering abilities. Tenderers shall offer housing to the user. Legal homes for the service Measures are carried out in accordance with individual decisions based on the Municipal Health and Care Services Act of 24 June 2011.The target group is adults over 18 years of compound and serious problems, who need 24 hour health and care services. The users have varying needs for assistance in safeguarding self-care and daily tasks. For example, these are users with different mental disorders and/or drug and alcohol challenges, mental disabilities and/or autism spectrums, and behavioural problems of varying degrees. Hourly health and care services for the user group Procurement also include hourly services for gradual adaptation or return to the contracting authority ́s services.

Minimum qualification requirements
REQUIREMENT: The tenderer shall have sufficient economic and financial capacity to be able to fulfil the contract. This is fulfilled by the tenderer being creditworthiness with no requirement for collateral, with a minimum credit score of A in accordance with an assessment made in CreditPro from the credit information agency Dun & Bradstreet. DOCUMENTATION REQUIREMENT: The contracting authority will obtain a credit report from Dun & Bradstreet CreditPro. The report contains, among other things, the auditor's report, negative payment remarks, accounts and credit history, and it shall be based on the last known accounting figures for Dun & Bradstreet. Companies that are not credit rated in Dun & Bradstreet CreditPro (this applies to foundations etc.), approved accounting figures shall show equivalent credit worthiness and financial ability to fulfil the contract. Any other document is to be presented that the contracting authority deems suitable.

The contracting authority can require up to three years experience and allow experience from the previous three years to be taken into consideration.
Minimum qualification requirements
Tenderers shall have good experience from comparable contracts. Comparable assignments means the delivery of 24 hour health and welfare services to adults with special needs, to one or several municipalities.
Description of up to three of the tenderer's most relevant contracts in the course of the last three years. The description must include a statement of the contract ́s value, date and recipient (name, telephone number and e-mail address). It is the tenderer ́s responsibility to document relevance through the description. Tenderers can document their experience by referring to competence of the personnel he has at his disposal and can use this assignment, even if the experience has been worked up while the personnel have served another service provider.
