Environmental certification: About the qualification requirement: Tenderers shall have a certificate of third-party certification such as EMAS, ISO 14001, Miljøfyrtårn or equivalent certification scheme.
The contracting authority requires that it is a tenderer who is certified.
If tenderers are not certified, a self-declaration shall be enclosed, stating that the tenderer is obliged to be certified at the latest [[... 3 ...]]] months after the contract has been signed. Documentation that a contract has been signed with an accredited certification body must then be submitted.
If the tenderer has several departments/sub-departments, the department that shall carry out the assignment shall be certified.
DOCUMENTATION PROOF: EMAS, ISO 14001 or Miljøfyrtårn certificate issued by an independent body or self-declaration as well as documentation of signed agreement with an accredited certification body. The contracting authority will accept other equivalent certificates issued by bodies in other EEA countries.

Qualification requirement 1: Tax certificate: Norwegian tenderers shall present a tax certificate for VAT from the tax collector and a tax certificate issued by the chief municipal treasurer (form RF-1316) where the tenderer's head office is located. Tax certificates must be presented before the deadline for receipt of tenders. The tax certificates must not be older than 6 months from the deadline for receipt of tenders. Tenderers must not have significant arrears. Any arrears must be founded separately.
Foreign tenderers: Proof to have fulfilled their obligations regarding the payment of social security contributions, taxes and duties in accordance with the legal provisions in the country where the tenderer is established, or in Norway. Certificates issued by the relevant authority in the tenderer ́s home country will be seen as adequate. When the tenderer ́s home country does not issue such documents or certificates, they can be replaced by a declaration issued by a legal or administrative authority, a notary public or other competent authority in their home country.

The contracting authority intends to use relevant deliveries for projects of an equivalent size and complexity. Experience from special treatment facilities will be assessed, but also pump stations and transfer pipelines.
If a sub-supplier ́s experience shall form the basis for the tenderer ́s qualification, the relevant sub-suppliers must enclose equivalent documentation and confirmation that the tenderer has the right to use these resources.
DOCUMENTATION REQUIREMENT: A short description of the delivery and the attached form for experience will be used.

Documented by CVs for all the offered personnel. CVs shall state formal education and work experience. Furthermore, the personal references shall also state the assignment size, nature, responsibility and contact data of the contracting authority.
If a sub-supplier ́s experience shall form the basis for the tenderer ́s qualification, the relevant sub-suppliers must enclose equivalent documentation and confirmation that the tenderer has the right to use these resources.
Qualifications are required equivalent to enterprise classification 3 in the certification area responsible for engineering design services with work areas geotechnics, environmental clearance, Road, outdoor areas and landscape design, as well as the responsible applicant (SØK).
DOCUMENTATION REQUIREMENT: The attached form for references and competence will be used. Documentation for certification areas shall also be enclosed.
