Kort beskrivelse

Larvik municipality shall procure snow clearing services as well as other necessary winter maintenance, such as gritting and hand milling for a number of municipal buildings and properties. All properties/buildings where services shall be provided are located in the areas. There are a total of 3 lots announced in this contract. These areas are 8, 9 and 10. The contracting authority can only award an entire lot and only the routes for which a tender is submitted. If a tenderer would like to compete for multiple routes, tenders must be submitted for all areas.

Qualification Requirement 2 - Financial ability to execute the contract.: Tenderers are required to have sufficient solidity so that they have the financial ability to fulfil the contract. Sufficient solidity means a minimum of positive equity. Other elements that may be subject to assessment: The tenderer ́s liquidity and financial ability to fulfil the contract and to carry any loss on the relevant and other contracts. The contracting authority reserves the right to obtain further information that is considered necessary to assess the tenderer's economic and financial position.......... Qualification requirement 1 - Tax certificate.: Norwegian tenderers shall present a tax certificate for VAT from the tax collector and a tax certificate issued by the chief municipal treasurer (form RF-1316) where the tenderer's head office is located. Tax certificates must be presented before the deadline for receipt of tenders. The tax certificates must not be older than 6 months from the deadline for receipt of tenders. Tenderers must not have significant arrears. Any arrears must be founded separately. Foreign tenderers: Proof to have fulfilled their obligations regarding the payment of social security contributions, taxes and duties in accordance with the legal provisions in the country where the tenderer is established, or in Norway. Certificates issued by the relevant authority in the tenderer ́s home country will be seen as adequate. When the tenderer ́s home country does not issue such documents or certificates, they can be replaced by a declaration issued by a legal or administrative authority, a notary public or other competent authority in their home country.......... Portion of the contract to sub-suppliers.: The tenderer is considering to outsource the following part (as a percentage) of the contract to sub-suppliers. Note that if the tenderer has decided to outsource a part of the contract to sub-suppliers and will use the sub-suppliers ́ capacity to carry out this part, a special ESPD will be supplemented for such sub-suppliers, see part II, section C, above.

Qualification Requirement 3 - Experience: Tenderers shall have sufficient experience from equivalent contracts/assignments. Equivalent assignments means assignments for public entities where there is a need for call-outs and coordination of crews and equipment .......... DOCUMENTATION REQUIREMENT: Tenderers shall enclose a list of the most important relevant deliveries to the company in the last 3 years, including information about the time frame and recipient (name of telephone and email) - use the form in annex 01. For newly established businesses, such experience can be documented with individual employees ́ experience acquired in other organisations than the tenderer ́s. The stated references may be contacted if necessary. If a sub-supplier ́s experience shall form the basis for the tenderer ́s qualification, the tenderer must submit a commitment statement from the sub-suppliers in question, or enclose equivalent documentation that shows that the tenderer has the right to use these resources.

Qualification requirement 4 - Implementation ability and capacity.: Tenderers shall have sufficient implementation ability and the capacity to provide the services necessary for the respective routes.......... DOCUMENTATION REQUIREMENT: A written account of manpower and the implements, machines, tools, materials or technical equipment that the tenderer can use for the execution of the assignment. As a minimum the machine list shall be filled in for all the machines offered for the operation of the individual routes - the form in annex 02 shall be used. In addition a written account shall be provided for crews and special equipment/machines that the tenderer has available and how this would be used in the respective areas.
If a sub-supplier ́s implementation ability and capacity shall form the basis for the tenderer ́s qualification, the tenderer must submit a commitment statement, see annex 03, from the relevant sub-suppliers or enclose equivalent documentation that shows that the tenderer has the right to use these resources.
