Kort beskrivelse

The procurement is a collaboration between Stange, Hamar, Ringsaker, Løten and Elverum municipalities. The aim of the procurement is to enter into a contract with a framework agreement supplier who delivers good quality bread and bakery products.

The tenderer's financial capacity: Tenderers must have sufficient economic and financial capacity to fulfil the contract, with any options.
Documentation requirement:
• Credit evaluation/rating, not older than 3 months, based on the last known accounting figures. The rating shall be carried out by an officially certified credit rating institution.

• Annual Accounts for the last accounting year.

Documentation shall be connected to the unit c/o an organisation number that shall be the contracting party for the tender, as well as any other resources that shall contribute significantly to any competition.

If a tenderer has a justifiable reason for not submitting the documentation that the contracting authority has required (e.g. newly established companies with credit rating AN, some foreign companies or companies without a reporting obligation to the Brønnøysund Register Centre), he can document his economic and financial capacity by presenting any other document that the contracting authority deems suitable.

Control Permission: For goods or services that are complicated, or that in exceptional cases shall be used for a particular purpose: Will the tenderer allow checks of the tenderer's production capacity or technical capacity and, where necessary, of the survey and research facilities that the tenderer has at its disposal and of quality control measures? The inspections shall be undertaken by the contracting authority or the contracting authority can leave it to a competent public body in the country where the tenderer is established.

Portion of the contract to sub-suppliers.: The tenderer is considering to outsource the following part (as a percentage) of the contract to sub-suppliers. Note that if the tenderer has decided to outsource a part of the contract to sub-suppliers and will use the sub-suppliers ́ capacity to carry out this part, a special ESPD will be supplemented for such sub-suppliers, see part II, section C, above.

If a tenderer is certified in accordance with ISO 9001 or equivalent standard, it is sufficient to enclose a copy of a valid certificate.

The tenderer ́s professional and technical qualifications - environmental management system.: Tenderers are required to have a well-functioning environmental management system, or are certified for environmental management, or can document a well-functioning environmental management system.

Documentation requirement:
Description of the tenderer's environmental management system.

Alternative copy of certificate or certificate that confirms the tenderer ́s environmental management system, such as EMAS, ISO 14001 or Miljøfyrtårn. Other certificates issued by bodies in other EEA bodies can also be submitted, provided that the tenderer can document that these are equivalent to EMAS, ISO 14001 or the Eco-Lighthouse programme.

The contracting authority will accept other documentation of equivalent environmental management measures if the tenderer is unable to obtain such certificates by the deadline, and this is not due to the tenderer himself. It is a prerequisite that the tenderer documents that these measures are equivalent to the requested quality assurance standards or environmental management systems or standards.

The tenderer ́s professional and technical qualifications.: Tenderers shall have experience with the execution of equivalent/comparable assignments.

Documentation requirement:
A list with an overview of the three most relevant assignments in the last 3 years. The list shall as a minimum contain:
• The name of the customer/contracting authority.
• Brief description of the delivery,
• Date of the delivery,
• Contract value and scope,
• A gender neutral preferred for each delivery, as well as a telephone number and email address.

The contracting authority reserves the right to contact the listed references in order to verify the extent and quality.

It is the tenderer ́s responsibility to document relevance through the description.

Equivalent assignments include deliveries of an equivalent nature to entities of an equivalent size and complexity.

Tenderers can use Annex 5 as their template.

Tax Certificate

The contracting authority and sub-contractors are required to submit tax certificates that are not older than six months from the time the tender is submitted.

Vilkår for kontraktoppfyllelse

The contract will include requirements for wages and working conditions, documentation and sanctions in accordance with the regulations on wage and working conditions dated 8 February 2008 no. 112.

A self-declaration on wages and working conditions shall be filled in and enclosed with the tender in accordance with the attached form, annex 3.

Tenderers shall fulfil the current requirements for their employees.
