About the serviceTrondheim urban operations at the Department for Water and Sewage is responsible for the operation and maintenance of the sewage treatment facilities and the water treatment facilities in the area. The framework agreement shall cover the municipality ́s need for mechanical work and facilitate quick, quality assure improvements and repairs. The objective of the framework agreement is to ensure that the installations function as intended. It includes repairs and maintenance of relevant installations. This involves mechanical and welding work in addition to some electro and hydraulic works. The service intervals will be determined according to plant and need. The need includes stand-by for quick summoning of acute events, advice and guidance for correct operation, as well as the purchase, delivery and installation of equipment and parts to a minor extent. A description of the contracting authority ́s need is in the tender documentation and annexes. Who applies to the contract: Trondheim municipality Users of the contract: Operational personnel at the sewage treatment plants and water treatment facilities. Extent: Based on annual consumption in the years from June 2020 to June 2023, the annual extent is estimated to be between NOK 18 million and NOK 25 million excluding VAT. The contracting authority has spent an average of approx. NOK 20 million excluding VAT per annum for goods and services purchases included in the previous contract. The volume is an estimate and is not binding for the contracting authority. Future consumption is uncertain. The contracting authority is uncertain as to the total extent of the procurement, but estimates that the total contract value for the entire contract period, including options, can be in the range of NOK 160 million.

Tenderers shall have a rating of minimum class A (AN for newly established companies), in accordance with bisnode AAA rating system, or equivalent. Authority to obtain extended tax certificate: In cooperation with the Norwegian Tax Administration, Trondheim municipality has decided to use an extended tax certificate for all its contracts. The requirement for authorisation to obtain an extended tax certificate gives Trondheim municipality, by Trondheim Bydrift, the right to receive the information in the tax certificate. See points 1 to 3 in the authority. The purpose of the requirement for an expanded tax certificate is to function as a means of efforts against work crime, including black work and social dumping. This is because the certificate includes information on which employees have their reported wages in the a-message. The information from the certificates shall further help the municipality avoid awarding contracts to tenderers who do not fulfil their tax and duty obligations. The extended tax certificate can provide indications of whether the company has otherwise run its business in a way that is liable to cast doubt on the professional integrity. Missing the delivery of an extended tax certificate can lead to rejection of the tender offer. For procurements covered by part II of the Procurement Regulations, rejection may be made pursuant to the Public Procurement Act § 4, particularly the principles of equal treatment and predictability. For procurements covered by part III of the regulations, rejection will be made pursuant to the regulations § 24-2 (3) letter g. Missing the delivery of an extended tax certificate from sub-suppliers can mean that sub-suppliers will not be accepted for use in the contract. If the information in the extended tax certificate shows that one or more terms stated in the procurement regulations part II, § 9-5 (3) or part III, § 24-2 (3) are not met, this may result in the tenderer being rejected from the competition. It is requested that the approval period is also stated. A direct referral to DiBK ́s register is seen as sufficient documentation. If necessary, the tenderer must join up with third-party resources for such approval.

Services only: Only for services: In the reference period, the tenderer has carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years experience and allow experience from the previous three years to be taken into consideration. Minimum qualification requirements Tenderers shall have experience from the delivery of water and sewage pumps and accompanying devices that indicate that the tenderer can handle the extent of the work described in the tender documentation with annexes, as regards scope and complexity. If necessary, the tenderer must join up with third-party resources. Documentation requirement: Documented by enclosing a list of the most important relevant assignments in the last 3 (three) years. The description must include a statement of the contract ́s value, date and recipient (name, telephone number and e-mail address). It is the tenderer ́s responsibility to document relevance through the description. The references will only be contacted if required. Tenderers can document their experience by referring to competence of the personnel he has at his disposal and can use this assignment, even if the experience has been worked up while the personnel have served another service provider.

A statement of how the tenderer shall ensure sufficient capacity for the execution of the procurement. 2. Overview of the available persons ́ professional qualifications, experience and how the persons will be used in the relevant delivery. The contracting authority is not interested in a total overview of resources or man-labour years, but what will be available and dedicated to the framework agreement. Non-compliance with this qualification requirement will lead to rejection. See the separate annex with an overview of the rough estimated use of hours for different professional groups/professional competences. If necessary, the tenderer must join up with third-party resources.

This contract will regulate the rights and obligations of the affected parties for the delivery of mechanical work to the contracting authority. The intention of the agreement is to develop a mutual cooperation so that it creates an efficient and profitable development for both parties. The framework agreement shall cover the municipality ́s need for mechanical work and facilitate quick, quality assure improvements and repairs. The objective of the procurement is to create frameworks for the most efficient and reliable operation of technical installations on the water and sewage network installations. Call-offs/orders in the contract period shall be made on the basis of the terms stipulated in this contract.

About the serviceTrondheim urban operations at the Department for Water and Sewage is responsible for the operation and maintenance of the sewage treatment facilities and the water treatment facilities in the area. The framework agreement shall cover the municipality ́s need for mechanical work and facilitate quick, quality assure improvements and repairs. It includes repairs and maintenance of relevant installations. This involves mechanical and welding work in addition to some electro and hydraulic works. The service intervals will be determined according to plant and need. The need includes stand-by for quick summoning of acute events, advice and guidance for correct operation, as well as the purchase, delivery and installation of equipment and parts to a minor extent. A description of the contracting authority ́s need is in the tender documentation and annexes. Who applies to the contract: Trondheim municipality Users of the contract: Operational personnel at the sewage treatment plants and water treatment facilities. Extent: Based on annual consumption in the years from June 2020 to June 2023, the annual extent is estimated to be between NOK 18 million and NOK 25 million excluding VAT. The contracting authority has spent an average of approx. NOK 20 million excluding VAT per annum for goods and services purchases included in the previous contract. The volume is an estimate and is not binding for the contracting authority. Future consumption is uncertain. The contracting authority is uncertain as to the total extent of the procurement, but estimates that the total contract value for the entire contract period, including options, can be in the range of NOK 160 million.
