Kvalitetskriterium (navn): This procurement uses the exclusionary provision in PPR § 7-9 (4), since it is clear that the climate and environmental requirements in the procurement have a better climate and environmental effect than the use of the award criteria. The climate and environmental impact of the procurement is primarily transport of personnel who shall undertake the inspections. Market surveys show that the companies that offer this service are located in Eastern Norway, this means that for all tenderers it will mean flights to the north, and then car journeys out to the properties. There are long distances in the assignments, and electric car will therefore not be suitable. In order to reduce the climate impact from the journeys, Statsbygg will be responsible for the coordination of the inspections, in order to reduce the number of flights to the area. This is described in the requirement specification. This requirement means that it will not be possible to further reduce the climate impact by using an award criteria. Statsbygg ́s assessment is therefore that in order to reduce the climate and environmental impact of this procurement, the exclusion provision in the Public Procurement Regulations § 7-9 (4), as it is clear that the use of climate and environmental requirements has a better climate and environmental effect than the use of the award criterion as described in PPR § 7-9 (2). The Directorate of Public Construction and Property is therefore exempted from the obligations to emphasise the environment or to prioritise the environment among the three highest prioritised award criteria.

Hovedtrekk ved prosedyren:
The assignment is for inspections of air raid shelters, including improvements to deviations for the Northern area. The agreement applies to The Directorate of Public Construction and Property ́s private air raid shelters in Northern Norway. A list of air raid shelters is given in the annex. Private air raid shelters built in accordance with previous regulations shall continue to be kept in accordance with the regulations in question when the building permit was granted. Tenderers shall, in condition analyses, map which regulations apply for each air raid shelter and improve in order to fulfil the current regulations. The tenderer will be responsible for the preparation of condition analyses for each air raid shelter. The condition analysis shall form the basis for repairing defects in the air raid shelters.

Qualification requirements in the competition: The tenderer is required to have a legally established company Registration Certificate, foreign companies are required to have an equivalent certificate in the country where the company is registered, alternatively StartBANK ID. Tenderers are required to have satisfactory financial implementation ability. The size of the turnover, one in relation to the contract value, can be emphasised. The Directorate of Public Construction and Property will carry out a credit rating of tenderers. Tenderers may, in addition, be asked to submit auditor confirmed annual accounts, alternatively state StartBANK ID. Tenderers shall have sufficient implementation ability (capacity) and suitable manpower to carry out assignments under the contract. An overview shall be given of the tenderer's workforce and show competence for the personnel intended to be used in the contract. If a tenderer shall be based on sub-suppliers for this shall be specified. Tenderers shall have experience from equivalent inspections and improvement of deviations in air-raid shelters. Tenderers shall provide a description of up to 3 reference assignments with comparative value in the last 3 years with information on, among other things: • The assignment/contract name • Description of the assignment/contract • Type of building • The assignment/contract value • The start-up date and completion date.
