1. ABOUT THE PROCUREMENT
The procurement is mainly for inspections and work/service on all lifts in sixth form colleges and other buildings in Møre og Romsdal county. If needed, this service can include delivery of materials and equipment.
2. WHAT CLIMATE AND ENVIRONMENTAL IMPACT DOES THE PROCUREMENT HAVE?
The assignment - inspection and work/service on the contracting authority ́s lifts, means that the tenderer will have to travel from their own office place to the different location where the assignment shall be carried out.
The tenderer's transport of service personnel will therefore have an impact on the environment and climate footprint (direct emissions) in this procurement.
As a starting point, the execution of the service assignment can lead to some environmental impact or have a climate footprint.
The inspection can show that there may be a need to use material (oil and replacement of parts) during the service. The need to use material, including the type of material and quantity, will first be rejected under each control. Since the type and extent of material that shall be used is not known before inspections have been carried out, it is the Contracting Authority's assessment that the actual climate footprint and the environmental impact of material difficulties can be mapped. The contracting authority nevertheless assesses that the material that shall be used has a significantly smaller climate footprint and the impact on the environment than transport in this procurement.
The contracting authority ́s climate and environmental mapping shows on this that it is the tenderer ́s transport of service personnel who will make up the most significant environmental impact and climate footprint (direct emissions) in this procurement.
3. ASSESSMENT
In order to minimise the procurement ́s considerable climate and environmental impact, this is done by setting requirements for the use of electric vehicles in connection with service assignments.
The use of an electric car also contributes to lower pollution and noise in the local environment.
The supplier market is in the process of phased electric cars in their "fleets of cars" as electric vehicle manufacturers are now beginning to deliver goods vans with the necessary capacity and driving distance per charging.
The contracting authority therefore gives regulations on emission requirements for vehicles for public procurements for road transport by the procurement of a Home Guard. Passenger cars, goods vans and city buses, analogic use in this procurement.
The supplier market is in the process of phased electric cars in their "fleets of cars" as electric vehicle manufacturers are now beginning to deliver goods vans with the necessary capacity and driving distance per charging.
By setting requirements for use of electric vehicles in a phasing-in period, the Contracting Authority ́s assessment is that the procurement ́s climate and environmental impact overall is best reduced through minimum requirements.
The contracting authority has weighted the contract ́s total length in the assessment. Furthermore, it is emphasised that the phasing-in period will give the greatest real competition on the best market terms, especially considering that the type of electric vehicles to be used are goods vans.
The contracting authority considers that setting minimum requirements for the use of electric vehicles as a minimum requirement gives a clearly better climate and environmental impact than setting up the use of electric vehicles as an award criterion.
The contracting authority will, therefore, have requirements for the chosen tenderer to use electric vehicles by 01.01.26.
4TH CONCLUSION
The result of the climate and environmental mapping shows that it will give a clearly better climate and environmental effect to state climate and environmental requirements in the requirement specifications, cf. FOA 7-9 (4), 1st sentence.
