Certificates issued by independent bodies for quality assurance standards.: Can tenderers submit certificates issued by independent bodies that document that the tenderer fulfils the stated quality assurance standards, including universal design requirements?
Minimum qualification requirements
Tenderers shall have a quality assurance system that shall contain a minimum of:
1) that the Tenderer has procedures to ensure compliance with all laws and regulations, such as the part of the entity that shall work with this contract is covered by.
2) that the tenderer has established a quality assurance system for ethical trade, which shall ensure that the tenderer is suitable to fulfil the contractual obligations for ethical trade, see Annex G Ethical Requirements. The quality assurance system shall as a minimum contain: Anchoring and implementing ethical requirements in the supplier chain; Ethical guidelines/Code of Conduct and declaration that these apply in supplier chains connected to products and services that are provided over this framework agreement.
Documentation requirement: To document that the requirement is met, both of the sub-requirements must be documented by:
1) A description of the tenderer's quality assurance methods. The description shall have a maximum of 4 A4 pages. If a tenderer is certified in accordance with FIDI-FAIM, ISO 9001:2015 or equivalent standards, it will be sufficient to submit a copy of a valid certificate to fulfil this sub-point.
2) Completed form in 'Annex 6 - Response to qualification requirements'. Note that documentation as requested in the annex: the tenderer's, or other actor's Code of Conduct shall also be submitted. See the annex for further information on what shall be enclosed.

Minimum qualification requirements
Tenderers shall have a documented and valid environmental management system with routines and structure that shows how the tenderer safeguards relevant environmental considerations connected to the services that are provided. The system must be connected to executive unit(s), and shall as a minimum contain:
1. an environmental policy
2. Overview of the most significant environmental impacts (environmental aspects) from the company.
3. proof that the company sets environmental requirements for sub-suppliers
4. A description of the organisation and responsibility distribution of the environmental work.
5. Description of the company ́s stand-by for handling stand-by situations at risk for unfavourable environmental impacts.
6. Description of the resources necessary to establish, implement, maintain and continually improve the management system for the environment.
Documentation requirement: A description of the environmental management measures that have been implemented in the company, which show that the system contains the mentioned points. The description shall have a maximum of 4 A4 pages. If the tenderer is certified in accordance with ISO 14001:2015, Miljøfyrtårn, EMAS or equivalent standards, it will be sufficient to present a copy of a valid certificate.

The contracting authority can require up to three years experience and allow experience from the previous three years to be taken into consideration.
Minimum qualification requirements
The tenderer shall have good experience from similar deliveries. 'similar deliveries' means that the tenderer must be able to document experience from the entire moving process connected to moving personal goods to/from residences in Norway and from/to residences abroad. "Abroad" means countries in Europe for a framework agreement for Europe and states in the United States for a framework agreement for the United States. Documentation requirement: An overview shall be given of the tenderer ́s 3-6 most relevant assignments abroad in the last 3 years. In order to ensure sufficient competition, documentation for deliveries that the tenderer has carried out more than three years ago can be considered. The overview must include a statement of: The assignment ́s nature, the contracting authority ́s name, the value of the assignment, the date of execution and a short description of the delivery, including destinations, moving volume and means of transport. It is the tenderer ́s responsibility to document relevance through the description. The tenderer shall write the answer in the document "Annex 6 - Response to qualification requirements".
