The procurement shall be valid for 3 years, with an option for up to two further years. A framework agreement shall be signed with the tenderer per area. The same tenderer can have several sections during the contract period, and can submit tenders for several routes in the competition. The different areas and assignments for each area are stated in annex 5 Snow clearing areas - winter operation2024-2029. A contingency supplement will be provided per lot of NOK 150,000. Tenderers must note that four lots are divided into pairs. This applies to areas 8 and 30 (Knarvik) and routes 27 and 28 (Frekhaug). Tenders cannot be submitted for individual routes for these four routes. Tenders must be submitted for each pair. Tenders must not be submitted for both pairs. The contracting authority has machines for snow clearing themselves. The contracting authority therefore needs these machines to be in operation, in order to ensure stand-by and that the machines are maintained. The contracting authority will decide where no valid tenders are submitted. If valid tenders are submitted for all of the routes, the contracting authority will take operation over lot 11 - Seim, independent of the tender offers that have come on this route. Tenderers will not be able to claim compensation for costs connected to the preparation of tenders for this area.
