The purpose of the tender is to enter into one or more framework agreements to meet the Customer’s needs for licenses and cloud services, including the management of these licenses and cloud services (SAM), as well as related consulting services. Major publishers include Microsoft, Amazon (AWS), Oracle, but there is also a portfolio of smaller publishers. It is possible to submit offers where the supplier provides offers for one or more publishers the supplier wishes to offer under the agreement. The agreement includes, among other things, the purchase, rental, and maintenance of software, the conclusion and renewal of subscriptions for cloud services such as Software as a Service (SaaS), Platform as a Service (PaaS), and Infrastructure as a Service (IaaS), management to ensure optimal coverage of licenses and subscriptions, as well as consulting related to major negotiations, audits, and any specific projects to reduce costs associated with the license and cloud portfolio.

The nature of the procurement is related to IT services, including license management for the purchase of software licenses. The client’s primary need in the procurement is to engage a license manager and consulting services for optimization. License management will mainly be conducted digitally, and the nature of the procurement involves no use of paper or purchase of other consumables. The service further includes some assistance from human resources, where the main service will be the work effort of the employees who assist/manage license management as needed, but it also includes minimal travel. It is assessed that the direct climate impact resulting from the procurement is very modest. The procurement includes the use of cloud services and external data services. If one considers the subcontractor chains in such cases, we see that possible climate impacts and environmental burdens may arise related to the operation of data centers associated with these digital services/solutions. However, the supplier’s influence over this energy consumption and any environmental burden is very limited, as the client will purchase an “off-the-shelf” product that the supplier delivers via a subcontractor, and thus cannot impose any requirements that could be implemented. This makes it pointless for the client to emphasize or impose requirements in the specification for the above in this procurement. Based on this, the procurement of a license partner is considered to have an insignificant climate impact and environmental burden, and thus falls under the exemption rule in FOA §7-9 (5)
