The Norwegian Coastal Administration would like to enter into a framework agreement for socio-economic analyses and transport analyses. The framework agreement shall cover the Norwegian Coastal Administration ́s need for socio-economic analyses within the Norwegian Coastal Administration ́s business areas. It shall also support the Norwegian Coastal Administration in the development of the socio-economic method basis that forms the basis for analyses, as well as assistance for preparing traffic prognoses within sea transport. The Norwegian Coastal Administration shall enter into a contract with up to 2 tenderers for a contract period of 3 years + 1 year option. The estimated value of the contract is NOK 18 million, the total framework agreement is NOK 25 million.

Hovedtrekk ved prosedyren:
The procurement shall cover the Norwegian Coastal Administration ́s need for: The preparation of socio-economic analyses for various measures within the Norwegian Coastal Administration ́s areas of activity. Methodical assistance in the development of socio-economic calculation methods. Assistance with the use of the NTP goods transport model and processing input and result files. Further development of methodology for non-priced effects (based on DFØ ́s Guidelines in Socio-economic analyses). Planning and carrying out collections of basic data and valuation/willingness to pay studies. The Norwegian Coastal Administration prepares separate traffic prognoses for shipping traffic based on the National goods transport model. The framework agreement can cover the need for assistance in preparing and quality assurance of traffic prognoses, with the use of different data sources, such as AIS data and the National goods transport model. We would like to ensure consistency between different projections of tons, transport work and passenger transport work across departments. This includes ensuring that there is consensus between the Norwegian Coastal Administration's projections of ship activity and other projections, for example amounts in seafood, fisheries/aquaculture, petroleum and offshore activity. Currently there is no documentation report on the current method for preparing traffic prognoses. We see it as likely that during the framework agreement period we will need assistance in preparing traffic prognoses. Tenders will, for this reason, not be evaluated at this point.
