Statsbygg

Statsbygg constructs the new Life Sciences Building (LVB) for the University of Oslo and Oslo University Hospital on behalf of the Ministry of Education and Research and South-East Health as the co-contracting authority. The building shall be the workplace for approx. 1,600 employees and 1,600 students. Start up for the excavation and ground work was the second quarter of 2019 and the planned completion is at the end of 2026. Various professional environments shall work multi-disciplinary here to develop new solutions for major challenges within health and sustainability with access to the best and most modern equipment required to carry out world class research, teaching and innovation.

The environment exclusion provisions in the Public Procurement Regulations § 7-9 (4): This procurement uses the exclusionary provision in PPR § 7-9 (4), as it is clear that the climate and environmental requirements in the procurement have a better climate and environmental effect than the use of the award criteria for climate and environment, which is weighted thirty percent. In DFØ's guidelines "Sustainable procurement of new furniture", we refer to the section on environmental impact from furniture consumption: "Production of furniture is energy and material intensive processes and 80-90 percent of the environmental impact related to the life cycle of a furniture occurs in the production phase and follows from material, energy and chemical use (Source: Furniture_GPP_background_report, s 12)". Reducing the need for the production of new furniture is therefore the most important climate and environmental measure we can make. By setting requirements for the equipment ́s lifetime, warranty time, as well as access to spare parts, we ensure a long lifetime of the equipment and reduce the extraction of raw materials and production in the future. The lifetime of furniture is connected to both technical and aesthetic quality. In the procurement, the quality that the weight criteria is weighted is relatively high. By setting requirements regarding the threshold for the content of chemicals and harmful substances, a production process that does not unnecessarily harm health and the environment is ensured. By setting requirements for marking plastic for recycling, we will facilitate plastic materials used in the production of the furniture in the procurement to be part of a circular economy that saves the production of new plastic in the future. The stated requirements ensure a total reduced climate and environmental impact on the offered equipment, which cannot be secured by the award criteria. The requirements for the products are at a level where, according to our knowledge and experience from the market, the market is very likely to be able to deliver products that, in a competition, can document a better overall climate and environmental effect. Statsbygg ́s assessment is therefore that in order to reduce the climate and environmental impact of this procurement, the exclusion provision in the Public Procurement Regulations § 7-9 (4), as it is clear that the use of climate and environmental requirements has a better climate and environmental effect than the use of the award criterion as described in PPR § 7-9 (2). The Directorate of Public Construction and Property is therefore exempt from the obligations to weight.
