Hovedtrekk ved prosedyren:
The aim of the procurement is to carry out continuous scanning of buildings under construction. The assignment includes delivering a robot with an on-line scanner and to carry out subsequent service, support and maintenance. The robot shall be autonomous and mobile, designed for inspection and data collection. The robot shall be equipped with navigation sensors and it shall be able to be integrated with sensor packages for adapted operations. The scanner shall be a 3D scanner that must offer both mobile and desktop scanning capabilities, optimised for rough terrain and challenging environments. The scanner shall be equipped with 3D geospatial technology for precise positioning and data capture. Both the robot and scanner shall be ready developed products. Further requirements for the delivery are stated in the attached requirement specification.

Qualification requirements in this competition: Organisational and legal position: Tenderers are required to have a legally established company. Company Registration Certificate, foreign companies are required to have an equivalent certificate as prescribed by the laws of the country where the company is registered. Economic and financial capacity: Tenderers are required to have satisfactory financial implementation ability. The Directorate of Public Construction and Property will carry out a credit rating of tenderers. Tenderers are asked to submit auditor confirmed annual accounts for the last three years. The size of the turnover, seen in relation to the contract value, can be emphasised. Technical and professional qualifications: Expertise Tenderers are required to have sufficient capacity and suitable manpower to carry out the assignment. Expertise Overview of employees with relevant competence, as well as project competence. References Tenderers are required to have sufficient experience from assignments with comparative value. Reference projects A description shall be provided per project for up to 5 reference projects or contracts in recent years, with a transferable value to this contract. Environment - FOA §7-9: The procurement/item has some climate and environmental impacts, but Statsbygg has made the following assessments: 1. A relatively small procurement (economic) 2. There is small size/volume per unit and only a few units shall be procured. It provides small amounts of materials and electronic components 3. The item (the robot) is only built in one way and the Directorate of Public Construction and Property can, to a small degree/no degree, affect this through few procurements. 4. Requirement for selection of most environmentally friendly freight/climate neutral transport can be requested, but it makes up a small emission contribution due to its compact size. 5. Energy use for the operation of the robot makes up approx. the same as a battery driven drill including the battery pack, in total low to insignificant for few units There are statutory requirements regarding the absence of the content of health and environmentally hazardous substances that must be documented, refer to the attached requirement specification. Statsbygg ́s assessment is therefore that weighting climate and environmental considerations and/or the use of requirement specifications beyond statutory requirements is not relevant for this procurement.
