The contract covers the delivery of various headgear in thin wool, and various underwear in thin wool. The wool clothing must be robust and suitable for the use by the Norwegian Armed Forces.

Headgear is used by men and women in all branches of the Norwegian Armed Forces. The articles are used both as an outer layer and together with the Norwegian Armed Forces' helmet, hats, face masks, and snow goggles.
The articles are used in combination with the Norwegian Armed Forces’ mesh underwear and underwear in 200g wool terry, both as a layer-on-layer concept and individually for different climate conditions. In addition outer layers and stronger insulation layers are used if needed. The items are used as an inner layer in the field, but can be used as an outer layer.

The objective of the framework agreement is to cover the contracting authority’s need for a supply source for various socks through the establishment of a framework agreement. The contract covers the delivery of various socks for different purposes, cf. Annexes B-1A, B1-B, B-1C, and B-1D (Requirements Specification). The wool socks must be robust and suitable for use by the Norwegian Armed Forces.

Tenderers must be registered in a register of business enterprises or a trade index in the country where the tenderer is established.

Økonomisk og finansiell stilling:
Tenderers must have an annual turnover of minimum NOK 50 million.
Tenderers must have the necessary economic and financial capacity to fulfil the contract.
A credit rating of 'credit worthy' or equivalent will be sufficient to fulfil the requirement.

The tenderer's Annual Financial Statements (including notes with the Board's and auditor's reports) from the last 2 years.
If the Annual Financial Statements for the previous year are not finished before the tender deadline for this contest, the preliminary Annual Financial Statements for the previous year must be attached.
A credit assessment from a certified credit rating agency based on the most recent known accounting. The assessment must not be older than 3 months from the tender deadline.

Teknisk og faglig kapasitet:
Tenderers must have good experience from similar deliveries. 'Experience' means minimum 3 references that all fulfil the requirements for 'similar deliveries'. 'Similar deliveries' means deliveries of similar knitted articles, used for similar purposes, with similar fiber composition and similar construction/knitting method as the lot otherwise comprises, as well as experience with large call-offs. 'Similar purposes' means articles used for recreation, sport, work clothes, military, police, etc. Deliveries of articles used for, e.g., the production of wool articles for children/babies will not be 'similar'.

Tenderers must have technical key personnel with good knowledge of the production of the offered products or similar products.
If a tenderer uses sub-suppliers to fulfil this contract, the tenderer must have a method for traceability that always gives the contracting authority an overview of which sub-supplier is participating in the production of the product and what country the sub-supplier is in.
