The Altinn2 platform will be stopped in summer 2025, and the Norwegian Tax Administration would like to establish the services that are currently on Altinn2 to a separate platform before then. The aim of the procurement is the implementation, operation, administration, and further development of a new text handling tool, including the necessary infrastructure and software. This is to be delivered as a SaaS system. The identified need is for a simple CMS (typically headless first), which is suitable for setting up and administrating text content and Metadata connected to the text in the login public systems.

The estimated total contract value is between NOK 8 million and NOK 23 million, excluding VAT over 8 years. This value estimate is not a binding estimate for the contracting authority and is uncertain.
The Norwegian Tax Authority has no previous experience of what will be procured, which means that the estimate is uncertain.
Future value will depend on, amongst other things, development needs, the public's use of the services, and what type of systems the market can offer in the contest.

Requirement: The interested party must be a legally established company.
Documentation requirement • Norwegian tenderers: Company registration certificate from the Brønnøysund Register Centre.
Foreign Tenderers: Certificate for registration in the Register of Business Enterprises as prescribed in the legislation of the country in which the tenderer is established.
Økonomisk og finansiell stilling:
Requirement: Tenderers must have sufficient economic ability to fulfil the contract.
Documentation requirement: Credit assessment from an approved credit institution. The evaluation shall be based on the last known fiscal figures with an indication of how the credit rating has evolved during the past three years. The key figures for liquidity and the equity ratio must be shown on the credit rating. If a tenderer has valid reasons as to whey they cannot present this documentation, the tenderer can prove his economic and financial position by presenting the annual accounts form the last three known fiscal years.

Teknisk og faglig kapasitet:
Requirement: Tenderers must have experience in the last three years as a provider of equivalent services for minimum 2 other customers. Equivalent services means headless CMS in a major service offer to publicly published systems.
Documentation requirement:
A detailed account that proves that the tenderer fulfils all elements in the qualification requirement. The account shall, at a minimum, include a description of the contractual relationship that the tenderer is or has been a party to, which proves fulfilment of the qualification requirement, including information on
