Moss kommune

Moss municipality intends to enter into a contract for waste services for municipal commercial buildings. The contract shall cover the contracting authority ́s need for the collection, transport and treatment of residue waste, cardboard and paper waste, plastic waste and organic waste from municipal commercial buildings in Moss municipality. Tenderers shall also be able to collect and transport other waste types such as EE-waste, glass, risk waste and metal etc.

The tenderer's economic and financial capacity: Requirement: The tenderer shall have sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for collateral will be sufficient to meet the requirement. Documentation requirement: Credit rating based on the most recent accounting figures. The credit rating shall be carried out by a credit rating company with licence to conduct this service. The assessment shall not be older than 6 months from the deadline for the deadline for submitting a tender. Documentation requirement: Norwegian companies: Company registration certificate issued by the Brønnøysund Register Centre. Foreign companies: Proof that the company is registered in a company register or a commerce register in the country where the tenderer is established.

Experience: Requirement: Tenderers shall have experience from comparable contracts. Documentation requirement: Description of the tenderer ́s up to 3 most relevant assignments during the last 3 years. The description must include a statement of the assignment ́s value, date and recipient (name, telephone and email.) It is the tenderer ́s responsibility to document relevance through the description. Tenderers can document their experience by referring to competence of personnel he has at his disposal and can use for this assignment, even if the experience has been worked up while the personnel have provided services for another service provider.

Quality assurance system/standard: Requirement: Tenderers shall have a quality assurance system/standard based on relevant European standard series, which are certified by accredited Bodies. Documentation requirement: Certificate issued by an independent body for quality assurance standards. Other documentation for equivalent quality assurance measures can be attached. It is a prerequisite that the tenderer documents that these measures correspond to the requested quality assurance standards.

Environmental management system/standard: Requirement: Tenderers shall either have 1) EMAS, 2) other recognised environmental management system or 3) other environmental management standard based on relevant European or international standards from accredited bodies. Documentation requirement: Certificate issued by an accredited body for environmental management standards. Other documentation for equivalent environmental management measures can be enclosed. It is a prerequisite that the tenderer documents that these measures are equivalent to the requested environmental management systems or standards.
