The Norwegian Defence Estates Agency [Forsvarsbygg] invites tenderers to submit tenders for framework agreements for waste collection services for the following independent lots:
- Lot 1: Forsvarsbygg northern region. Finnmark district, Porsanger area (contract number R01214).
- Lot 2: Forsvarsbygg northern region. Finnmark district, Kirkenes area (contract number R01215).
The contracting authority needs assistance with waste management services in the form of waste treatment, purchase/hire, maintenance and repair of equipment and consulting services related to waste management.
The assignment also involves safeguarding equipment owned by Forsvarsbygg which is used in connection with waste treatment. A framework agreement will be signed with one tenderer for each lot.
All of the tenderer's resources that will enter a military location must be able to be authorised to LIMITED.
NOTE - If submitting a tender offer for both lots, a complete tender (all documents) must be submitted for each lot in Mercell.

The framework agreement period will be for two (2) calendar years at the start-up. Forsvarsbygg then has an option to unilaterally extend the contract for up to one (1) year plus one (1) year, for a maximum total length of five (4) years.

Egnethet til å utøve yrkesvirksomheten:
Tenderers must have their tax and duty payments in order.
Documentation requirement:
Tax and VAT certificate (RF-1316). The certificate can be ordered via www.altinn.no. The certificate must not be more than 6 months from the tender deadline.

Foreign tenderers must present documentation that confirms that the company is legally registered in its home country. Norwegian tenderers do not need to document fulfilment of this requirement beyond the presentation of tax and VAT certificates, cf. above.

Credit assessment of the tenderer, not older than 6 months, calculated from the deadline for receipt of tenders. The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale. The credit rating must contain an assessment of the tenderer’s payment history/reliability.

NOTE: If a tenderer, in order to comply with the requirement, presents guarantees from other companies (e.g. the parent company), an equivalent credit rating must be submitted for that company. Furthermore, a legally binding confirmation must be enclosed from this company stating that they have joint and several liability under the contract.

Newly established companies that cannot provide a relevant credit rating can attach alternative documentation including, amongst other things, the accounts/balance, key figures, payment history and payment remarks.
Teknisk og faglig kapasitet:
1) Tenderers (as a company) must have relevant experience and competence with deliveries of an equivalent nature and scope to this contract.
2) Tenderers must have the capacity to carry out the assignment under the framework agreement.
3) Tenderers shall have a good and well-functioning quality assurance system.
As a minimum, the quality assurance system must ensure that:
a) pick-up days are observed
b) bins are returned to their places
c) bins are marked
d) porter and doors are closed/locked
e) personnel wear uniforms and easily identifiable clothing
f) spills are cleaned up
g) waste collection workers receive ongoing training in the work environment, service and environmental knowledge
h) routines for reporting and controls are followed
4) Tenderers must have satisfactory control systems within environmental management that cover the activities included in the contract.
Minste nivå(er) av standarder:
1) An overview of the three (3) most important deliveries within waste collection services that the tenderer has carried out in the last five years, together with information on the contract value, date of execution, and the name and contact information of the recipient of the services.

The Norwegian Defence Estates Agency retains the right to contact the provided reference persons in order to confirm the information.
2) A statement of the tenderer's average workforce and the number of employees in the management in the last three years.
A description of the proportion of the contract that the tenderer is considering to use sub-suppliers for.
Annex 3 Subcontractor Overview is to be completed for the geographical lot for which the tender is submitted.
3) A copy of a certificate issued by an independent body confirming that the tenderer fulfils the quality assurance standard NS-EN ISO 9001:2015 or equivalent.
In addition, a description must be attached which, as a minimum, covers how the company ensures that:
a) pick-up days are observed
b) bins are returned to their places
c) bins are marked
d) porter and doors are closed/locked
e) personnel wear uniforms and easily identifiable clothing
f) spills are cleaned up
g) waste collection workers receive ongoing training in the work environment, service and environmental knowledge
h) routines for reporting and controls are followed
If a tenderer is not certified, documentation must be provided of a good and well-functioning quality assurance system.
4) Tenderers must attach a valid certificate from third party verification systems, for example:
Eco-lighthouse
ISO 14001
EMAS.
Other equivalent environmental management systems can also be accepted, but only after they have been assessed on the basis of the received documentation.
